Finance and Technology play a central role within the Shared Services team, supporting Programmes and ensuring the organisation is well managed and can deliver on strategic priorities. This role reports to the Chief Operating Officer.

About the role

As Financial Controller you will be responsible for effective financial planning and delivery, ensuring the finance function acts as a business partner to all programmatic and shared services teams within TI-UK. Leading on budgeting and management accounting to ensure that financial goals are achieved and donor reporting is delivered in line with contracts. Ensuring that as TI-UK adapts to new funding opportunities that the resources and processes are in place to deliver these effectively (approximately 85-90 per cent of role).  As a project lead, supporting the development of technology and knowledge management systems across TI-UK and ensuring effective collaboration between outsourced external technology providers and teams. Acting as the organisational Data Protection Officer (approximately 10-15 per cent of role). The role requires the post holder to have experience of working in a finance function, managing a varied workload with range of deadlines and utilising the capacity of the small team (that includes International Finance experience) to best effect. 

You will apply your skills in relation to management of financial resources, budget planning, and information technology. This will be demonstrated through effective strategic thinking, team management, attention to detail and excellent communication skills. 

  • Financial Planning & Budgeting: Coordination of the annual/quarterly planning and budgeting process ensuring that revenue and expenditure forecasts are aligned to donor funding, contracts and the fundraising pipeline. Balance sheet reviews and control procedure checks. Monthly and multi-year cash flow forecasting. Monthly reporting to the Senior Leadership Team/Budget Holders. Reporting to the Finance, Risk and Audit Committee.

  • Business Partnering: Ensuring teams are supported with financial information to allow for effective management reporting and decision making, including resource commitments. Team member on large bid development and ensuring that resources and systems are planned and in place to deliver new funding/ contracting streams. Supporting Directors and Fundraising colleagues.

  • Year-end Audit / Statutory Reporting: ensuring that the year-end audit is satisfactorily completed with audit packs and information provided to the external auditors and the COO. Preparing annual reporting and submission to the Charity Commission. Follow up and resolution of audit findings. Reporting to the Finance, Risk and Audit Committee. VAT returns preparation and submission. 

  • Donor Financial Reporting: overseeing external financial reporting to donors and contractors. Ensuring exchange rate risks are being monitored and evaluated. Oversight and monitoring of partner grant funding (including International Chapters/Partners). Donor audit reporting as required.

  • Systems & Procedures: responsibility for oversight and effectiveness of all accounting records and processes and other statutory requirements. Maintaining registers and logs of assets, bank signatories, budget approvers and credit card holders. Authorising payments on banking systems. Ensuring the Finance Manual and documented procedures are regularly reviewed and updated. Developing new policies as required. Providing deep dives into risks areas to demonstrate that systems and controls are working effectively. Monthly review and authorization of outsourced payroll in conjunction with the People Team. Ensuring insurance arrangements are in place.

  • Training: delivery of finance training for those who require it across TI-UK. Ensuring that funding partners have awareness of financial procedures and reporting requirements. Communicate and manage all financial policies and ensure these are circulated and adhered to by others. Ensuring awareness of anti-fraud actions.

  • Risk Management: responsibility for ensuring effective financial risk management across TI-UK and oversight of all mitigations.

  • Technology: Supporting technology enhancements across TI-UK that allow for effective blended working and collaboration. Reviewing and developing business continuity arrangements.  Ensuring effective risk assessment, resourcing and project management on technology enhancements. Ensuring effective collaboration between outsourced external technology providers and teams.

  • Knowledge Management: Supporting the development of knowledge management systems across TI-UK and. Acting as the organisational Data Protection Officer.

  • Other: Team Management. Supporting the Finance, Risk and Audit Committee to effectively undertake their oversight role. Board level presentation of organisational financial results and risks. Deputise as required for the Chief Operating Officer in their absence.

About you

You will be a fully qualified accountant (e.g. ICAEW, CIMA, ACA, ACCA or equivalents)

To be successful in the role you will have:

Essential:

Substantive post qualification experience with demonstrated year end and budget planning cycles, including:

  • Leading small finance function, working autonomously, with initiative and minimum supervision

  • Delivering financial support, guidance and resource allocation through a  business partnering approach 

  • Strong people and communication skills (written and oral)

  • Bid support and commercial approach to contract implementation within the ethos of a charity

  • Sound knowledge of Excel- intermediate to advance

  • Technology including Microsoft 365 capabilities to support knowledge sharing, learning and collaboration  

Desirable:

  • Charity accounting and reporting including U.K. SORP

  • Institutional, Multi-lateral and Foundation restricted funding bids, financial management and reporting

  • International NGO experience including grants management and managing exchange rate risk

  • Broad experience of operational risk and management issues

  • Knowledge of Partial Exemption VAT Schemes
