Job Description

Description: Under the supervision of the Director of Grants Administration, the Grant Specialist is responsible for monitoring local center compliance with all applicable state and federal guidelines, synthesizing and applying highly complex grant regulations to local center conditions, providing custom, membership-focused technical assistance for local centers, and developing and managing a training series for local centers on grant management, budgeting, and other relevant financial topics. 

Essential Job Functions:  

  • In collaboration with the Grant Administration team, reviews pass-through grant applications for local centers, including local centers deemed high-risk.  

  • Participates in the annual risk assessment process and development of local center monitoring plans.  

  • Conducts monitoring activities, including but not limited to review of local center insurance coverage, local center timesheet, and site visits and/or desk reviews in accordance with the annual monitoring plan. Monitoring activities require Grant Specialist to assess local center compliance against state and federal guidance in addition to exercising professional judgement.  

  • Processes reimbursement requests from local centers that require substantial documentation review due to either high-risk designation, corrective action resulting from monitoring reviews, targeted RFR monitoring, or change in RFR preparer.  

  • Provides technical assistance in budgeting, forecasting, compliance, lapse management, and organizational capacity to designated portfolio of local centers.  

  • Develops local center training series focused on applicable grant management and financial topics such as budgeting, forecasting, and essential grant management practices.  

  • Manages local center financial training series to incorporate local center feedback, current membership trends and deficiencies, and increase local center participation. 

  • Oversee local center grant management resource library including annual updates of essential tools and resources in addition to identifying and remediating gaps in current resource library.  

  • Participates in the development and revision of department policies, procedures, guidelines, and grant management tools.  

  • Provides other grant management responsibilities as appropriate and necessary.
