Exempt Status: Salaried, Exempt

Commitment Type: Full-Time, On-Going Base of Operations: Austin, Texas

Travel Expectations: Candidates must reside in Texas with ability to travel to Austin Office as needed, at minimum once per quarter if located outside the Central Texas area.

Description: Under the supervision of the Director of Contract Compliance, the Contract Specialist is responsible for monitoring local center compliance with all applicable state and federal guidelines, synthesizing and applying highly complex grant regulations to local center conditions, and providing custom, membership-focused technical assistance for local centers.

Essential Job Functions:

 

·       In collaboration with the Contract Compliance team, reviews pass-through grant applications for local centers, including local centers deemed high-risk.

·       Participates in the annual risk assessment process and development of local center monitoring plans.

·       Conducts monitoring activities, including but not limited to review of local center insurance coverage, local center timesheet, and site visits and/or desk reviews in accordance with the annual monitoring plan. Monitoring activities require Contract Specialist to assess local center compliance against state and federal guidance in addition to exercising professional judgment.

·       Processes reimbursement requests from local centers that require substantial documentation review due to either high-risk designation, corrective action resulting from monitoring reviews, targeted RFR monitoring, or change in RFR preparer.

·       Provides technical assistance in budgeting, forecasting, compliance, lapse management, and organizational capacity to designated portfolio of local centers.

·       Participates in the development and revision of department policies, procedures, guidelines, and

contract management tools.

·       Provides other contract compliance responsibilities as appropriate and necessary.

·        Critical thinker – demonstrates ability to quickly identify problems and propose solutions. Demonstrates ability to strategically prioritize and tailor communications to different audiences.

·        Conscientious – prioritizes “getting it right” over “getting done”. Comfortable engaging in challenging conversations with local center leadership regarding compliance requirements.

·        Good judgment – exercises good judgment in situations where grant guidance and organizational expectations may be unclear; easily identifies when to escalate to Director of Contract Compliance.

 Required Qualifications:

·        Bachelor’s degree from a recognized college or university. Preferably in finance/accounting, public administration, or similar field.

·        Three years of grant administration and/or finance experience, preferably in managing government grants.

·        Solid computer skills, including word processing and spreadsheet design.

·        Knowledge of UGMS/TxGMS and Uniform Guidance (2 CFR 200)

·        Excellent customer service skills

·        Ability to make decisions with substantial latitude

·        Must have own transportation and ability to travel up to 20%.
