Job Title:                      Prudential Risk Manager                                              

Contract:                     Permanent Full-Time – 4-day week

Overall Purpose of the Role:

The role-holder is responsible for oversight, monitoring, and challenge of financial and prudential risks at Charity Bank, so that the Bank meets its regulatory and legal requirements. They will support the Chief Risk Officer in performing the role of second line of defence. This is a new role at Charity Bank and the role-holder will have scope to define aspects of the role themselves under the guidance of an experienced team.

Dimensions of the Role:

-This role sits within the second line of defence (Risk oversight).

- This role has no direct reports but may in the future as the team expands.

- Internal contacts: Finance, Treasury, Savings, Lending Services

- External contacts: Occasional contact with service providers and regulators, and auditors

- Role-holder will be expected to attend each Asset & Liability Committee (ALCO), and may be asked to attend and present from time to time at the Executive Committee (ExCo) and the Board Risk Committee (RiskCo).

Other requirements:

- Support the CRO to provide second-line risk oversight of all financial and prudential risk areas of Charity Bank.

- Work within and promote Charity Bank’s policies and good risk management concepts.

- Occasional requirements for long/unsociable hours during deadline periods.

 Key Accountabilities:

- Oversee, monitor, and challenge Charity Bank’s financial risk management, including:

o   Interest Rate Risk in the Banking Book

o   Liquidity Risk

- Review of certain regulatory returns relating to the above

- Provide first review and challenge of Charity Bank’s financial and risk documents, including:

o   ICAAP

o   ILAAP

o   Recovery Plan & Resolution Pack

- Contribute to Charity Bank’s financial and risk policies, including:

o   Interest Rate Risk in the Banking Book policy

o   Liquidity Policy

o   Model Risk Policy

- Lead the implementation on behalf of the CEO of Charity Bank’s processes for:

o   Operational Risk

o   Model Risk

- Conduct, with the assistance of internal and external staff, monitoring and/or validation of Charity Bank’s models.

- Provide horizon-scanning of new regulatory and other requirements that may affect the Bank, in particular in the context of Prudential regulatory developments. Provide analysis of new regulatory publications to the CRO and relevant committees.

- Assist the Chief Risk Officer with other functions as reasonably required.

PERSON PROFILE                                                            

Essential Experience

Previous experience in a risk, control, or treasury function in a bank (deposit taker)

- Experience participating in executive-level committees such as ALCO

- A minimum of two of the “desirable” elements.

Desirable Experience

Essential Attainments

- Qualified to degree level, or equivalent professional experience

- Bachelor’s, master’s, or doctor’s degree in a quantitative discipline

Essential Special Aptitudes

- Expert in Microsoft Excel

Desirable Special Aptitude

-Knowledgeable of data-related programming languages such as SQL or SAS
