Historic England have a fantastic opportunity for you to become our Digital Strategy Manager.

This is a Fixed-term Contract until May 2024.

National salary range: £36,000 - £41,000 pro-rata

Greater London + salary range: £38,600 - £42,000 pro-rata

Inner London salary range: £40,000 - £45,600 pro-rata

The Business Analysis and Systems Team plays a vital role in shaping the delivery of Historic England’s (HE) Digital Strategy vision. This vision seeks to improve access to our expertise and the information that we hold, providing tools to enable our staff, audiences and stakeholders to make a positive difference to the historic environment. The team aspires to be confident, empowered and high achieving and a centre of excellence for business analysis, driving forward processes, enabling iterative improvements and supporting systems and their development.

The Digital Strategy Manager (Business Analysis) will manage a team of business analysts, architects and systems specialists focused on business systems and systems development enabling the delivery of our Digital Strategy and supporting business as usual activity. The purpose of the role is to ensure that iterative improvement positive change is made in the use of IT to deliver efficient and effective services in close cooperation with our Project Management Office (PMO), Information Management and Technology (IMT) and business functions, whilst ensuring that current systems are well maintained and opportunity for improvements are identified and capitalised upon.

What you will be doing

Supporting the Head of Major Projects with the implementation of the Digital Strategy in conjunction with IMT, PMO, Business and external agencies. They will collaborate and communicate effectively across all levels of HE’s hierarchy and functions.

Supporting the Head of Major Projects in the on-going relationship management between Business Improvement and IMT; representing Business Improvement on the Digital Foundations board and Digital Strategy focused project delivery groups;

Supporting the Head of Major Projects and Head of Organisation Development with the identification of digital focused skills and knowledge weaknesses within their unit and devise a learning programme to enable the workforce to deliver cutting edge technical solutions;

Leading a team of business analysts/system specialists to develop and deliver the business analysis function within HE with continuous personal development of skills for all staff to deliver cutting edge methodology;

Designing and delivering industry standards driven business analysis practice and advice, enabling simplification and integration of systems architecture and software whilst driving a culture with reduced reliance on bespoke applications;

Supported by the Deputy BAST Manager you will manage a programme of work that maintains and develops the suite of existing operational support casework systems, minimising the impact of system outages, reporting on and managing where appropriate at the programme or project level risks, issues, progress and scheduling in a timely manner across all areas of the programme;

Working collaboratively with business representatives and IMT to identify, prioritise and ensure delivery (including design, analysis, development, testing and implementation) of the System’s Team priority areas of work/projects;

Acting as a Proxy Product Owner for specific digital products and deliver a collaborative business relationship management approach for key Digital Strategy projects.

Supporting other Programmes and Projects and undertake any other reasonable duties commensurate with the grade and competencies required of the post requested by line management;

Being an effective advocate for Historic England and work collaboratively across the organisation to maximise our effectiveness.

What we are looking for

  • Proven track record of managing and improving complex business systems, with industry standard PMO or Business Analysis qualifications (e.g. Prince 2, MSP or APM, LEAN), or the willingness to study for these within the timescale of the strategy

  • Experience of managing and growing teams of high-performance teams including leadership

  • Clarity of thought and manner to explain complex processes and procedures and advise of best practise and problem solving

  • Excellent written, verbal communication and presentation skills

  • Experience of working in a high pressure, multi-project environment with robust deadlines
