Job Description

Role Purpose

The Digital Product Delivery Manager is responsible for the operational performance and delivery of GTC Scotland’s suite of digital products. With a strong focus on user experience and user-centric design, they are responsible for ensuring that the organisation develops the digital products and solutions needed to meet business requirements as well as to deliver the digital vision and strategy.  

Role Specific Responsibilities

  • Manage the operation and development of the organisation’s digital products, including web products, the business management solution, the data analytics platform, UX design and digital content design. 

  • Lead the planning for digital products, ensuring the allocation of resources for day-to-day activities and project work. 

  • Ensure the delivery of digital product services to agreed levels - regularly monitoring and reviewing services. 

  • Manage and work closely with third party suppliers to ensure delivery and adherence to service level agreements, reviewing them regularly, and defining the service levels/KPIs as necessary. 

  • Ensure that standard procedures are in place for managing change in an agile and efficient manner, minimising risk and reducing the impact of change on operations.  

  • Provide governance to the Software Development Lifecycle process to ensure effective product development, testing, and deployment.  

  • Support the effective operation of the Digital Helpdesk (which is overseen by the IT Service Delivery Manager) to ensure appropriate resolution of digital product related bugs, issues and requests. 

  • Provide technical assurance for all new products and for existing products undergoing change to support scope and/or deliverables.   

  • Support monitoring and management of product expenditure. Identify opportunities for cost savings and act upon them. 

  • Ensure that all product risks are documented, classified, assessed, and managed on an ongoing basis.   

  • Align to GTC Scotland’s Business Continuity standards, ensuring processes are maintained and aligned to ensure product operation can recover and continue, even in the event of a major incident.   

  • Maintain a Product Catalogue which contains accurate information and the appropriate details, dependencies, and interfaces of all services.  

  • Ensure best practices and processes across the Product team for the consistent delivery of services.  

  • Research solutions and make recommendations for the improvement of products and platforms.  

  • Work closely with the IT Service Delivery Manager and third-party suppliers to improve and enhance service delivery. 

  • Lead, motivate and manage the Digital Product Officer (Web), Digital Product Officer (Data), Digital User Experience Officer and Data Science Officer. 

  • Perform other duties that may be reasonably required within the scope of your role as assigned to you.

Person Specification

Qualifications and Training

Essential

  • Bachelors Degree in a relevant discipline (SCQF Level 9), or equivalent attested vocational or work-based training 

  • Evidence of ongoing professional learning

Desirable

  • Bachelors degree (SCQF Level 9) in Software Development or Computing Science or related discipline 

  • Formal Digital Product Management training and certification 

  • Agile training and certification 

Knowledge, Skills and Experience

Essential

  • Significant experience in a product delivery/owner/manager role with experience of managing multiple products 

  • Proven leadership/management experience in delivering digital products and projects 

  • Experience working with agile and waterfall project management methodologies, including Kanban 

  • Significant experience managing and working with 3rd party supplier development teams to ensure delivery 

  • Good understanding of database technologies and ability to converse on a technical level with software development teams 

  • Good understanding of digital design principles including user-centric design, prototyping and web development technologies. 

  • Excellent analytical and problem-solving skills 

  • Leadership skills and experience in the effective management of people and teams 

  • Excellent digital literacy including competency with Microsoft 365 applications (including Outlook, Teams, Word, Excel, PowerPoint, SharePoint, Dynamics) 

  • Effective resource management 

Desirable

  • Experience of modern coding, testing, debugging and automation techniques 

  • Familiarity with task management systems such as Azure DevOps 

  • Familiarity with software development tools such as JIRA 

  • Experience of working with data analytics platforms 

  • An understanding of the political educational context and the impact for GTC Scotland 

  • Experience working for or with a regulatory body
