Job Description

Carers Matter Norfolk (CMN) is the county-wide service to provide support for unpaid carers since 2017. In September 2020, the service became an outcomes-based contract to improve the accountability of the service towards carers in Norfolk. This means that the commissioners only pay when pre-agreed outcomes are achieved. In this case the outcomes payments are based on:

(1) increasing the number of new carers known to the council;

(2) improving the wellbeing of carers;

(3) supporting carers to sustain their caring role. The service is delivered by four local voluntary sector organisations.

 

Caring Together provide the universal offer of the service (including the website, and an advice line that provides signposting and support). They also provide carers breaks to carers who need this to cope with their caring role.

Voluntary Norfolk provide the intensive support offer to carers whose carers assessments indicate they need additional support to prevent or manage a crisis point.

 

Carers Voice provide the co-production of the service, ensuring that the voices of carers experiencing the service inform the design and deliver of all elements of the service. Norfolk & Suffolk carer support provide an online learning hub, accessible to all carers.

In the almost two years that the outcomes-contract has been running, the service has already achieved a number of improvements that deliver better outcomes for carers and better value for the council. We have already doubled the number of new carers known to the council. At the end of the service, 87% of carers report an improvement in wellbeing and 89% are still in their caring role.

About Us

Bridges Outcomes Partnerships (BOP) is a not-for-profit social enterprise that works with Government, community groups and delivery partners to design and deliver vital services that support people to improve their lives, in areas ranging from housing and employment to education and wellbeing.

The role of the team spans project development (working with Government and others to design and launch the service), project and delivery management (coordinating the delivery phase and liaising with the various stakeholders) and project finance (funding the project until it starts to earn outcomes payments). Our own funding comes from a group of pioneering social investors, including The Office for Civil Society, Big Society Capital, Pilotlight, Trust for London, who, like us, are motivated by improving lives and changing the system for the better.

About the opportunity

As an Impact Analyst you will rep work alongside teams on one of our many social impact projects and you will be responsible for:

  • Analysing quantitative and qualitative data to recommend and implement improvements in delivery:

  • Being the primary lead in creating high-quality analysis that can enable the development, improvement, and innovation of services, resulting in improving the wellbeing of the people on the programme.

  • Working in collaboration with Programme Leads and Delivery Partners, providing an aggregated, consistent, and holistic representation of programme statistics, exploring the data, and making recommendations to help optimise programme success and services.

  • Being the primary lead in producing regular reports and insights that aid decision making, using dashboarding to extract analytical values to communicate to technical and non-technical colleagues.

  • Improving systems and processes to drive continuous improvement:

  • Maintaining high standards of process documentation, identify opportunities for process automation and ease of access to information by colleagues across BOP.

  • Working in collaboration with colleagues across BOP as subject matter expert attend project meetings and wider forums to represent Programme team.

  • Protecting the integrity of BOP’s databases, carrying out regular audits, reviews, and process to improve the quality of the data on our databases.

  • Supporting the BOP Programme team to effectively manage the delivery:

  • Supporting the Programme Lead, building relationships with our Delivery Partners and their front-line teams, as required to support the successful outcome of programme milestones.

  • Working closely with the Programme Lead and colleagues in Finance, to ensure invoices for outcomes achieved are processed and paid within a timely manner.

  • Supporting Programme Lead and delivery more broadly across all operational and project management needs, including coordination of team activities and providing other administrative support.

  • Previous Saleforce experience is essential.
