About the role

The Turn2us Programmes Team runs place-based programmes to address the symptoms of and tackles the causes of financial insecurity. The Barking and Dagenham Programme has been running for three years working across multiple locations in Barking and Dagenham to design solutions to financial insecurity with residents and convene local stakeholders to drive systems change. This role will continue to work in partnership with local organisations and residents to develop and manage an innovative, high impact programme of support that includes lived experience, grants, and information so that people living in financial insecurity have the opportunity to build financial security and thrive in the places where they live.

About you

We are looking for someone experienced in managing programmes with complex projects, partnerships, and power dynamics and key stakeholders across the social, public, and charitable sector.

The candidate should be a strong communicator, collaborative, and able to translate complex ideas values to diverse audiences, and skilled in people management. They should be knowledgeable in embedding principals of EDIB, safeguarding, and GDPR.

Candidates should have a proven track record of financial accountability and community-led or community action programmes through collaborative and co-produced approaches.

The candidate should be committed to social justice, accountability, driving change, and empowering communities.

We offer flexible working patterns, both in terms of hours and remote working. Please note that all employees are required to work from the office a minimum of 1 day a week.

Some roles may be required to be in the office more often than others and this will be agreed with the hiring manager upon starting at Turn2us.

Job Title: Barking and Dagenham Programme Manager      

Department: Programmes Team, Programmes & Partnerships Directorate

Type of role: Full time, 18 Month FTC (possibility of extension)

Duties:

 1.     Programme Development and Delivery:

  •  Lead the delivery of impactful, co-produced integrated programme/s (combining grant making, income maximisation, partnership working, community insight and co-production) aimed at addressing financial insecurity.

  • Alongside the Co-Heads of Programmes set and deliver strategic priorities for the programme ensuring the programme is delivered in line with Turn2us strategic aims.

  • Lead end-to-end management of integrated place-based programme/s, including grants and information, ensuring alignment with organisational priorities.  

  • Co-design programme/s with local partners and people with lived experience of financial insecurity and embedding values of dignity, trust and safeguarding.

  • Collaborate with local partners, stakeholders, and decision-makers to create high-impact, co-produced solutions to financial insecurity.

  • Underpin delivery in reflection and learning: work with internal stakeholders to evidence learning and impact of Turn2us’ programmes and use this to support Turn2us strategic aims.

  • Manage programme budgets, timelines, and resources, ensuring effective delivery within set targets.

  • Work with Turn2us’ Income Generation & External Affairs colleagues to develop and implement a fundraising and communications strategy for the programme/s.

 2.     Partnership Management and Stakeholder Engagement:

  • Build and maintain effective relationships with co-production partners, programme partners, funders, and decision-makers.

  • Act as a key point of contact for programme partners and key stakeholders, ensuring integrated and collaborative programme delivery.

  • Support programme partners to contribute to policy, influencing and system change priorities, using insights from programme data and learning.

 

3.    Monitoring, Evaluation, and Learning:

  • Develop and implement Monitoring, Evaluation, and Learning (MEL) plans, aligned with the organisation wide Theory of Change and Insight and Impact Framework, to track programme performance, impacts, and outcomes.

  • Work with the Insight & Impact team and regularly review and report on programme progress, ensuring accountability and transparency, both internally and with programme partners.

  • Facilitate shared learning across teams and stakeholders to support continuous improvement and knowledge sharing.

4.    Safeguarding and Equity, Diversity, Inclusion and Belonging (EDIB):

  • Ensure those programme/s are designed and delivered in a way that prioritises dignity for those with lived experience, accessibility, safety, equity, diversity, inclusion & belonging (EDIB).

  • Ensure all programmes adopt a rights-based approach, embedding safeguarding, equity, diversity, inclusion & belonging (EDIB) into the work.

  • Engage with people with lived experience of financial insecurity to ensure that programmes are relevant and accessible, adapting to their needs.

  • Maintain and review safeguarding measures to create a safe and supportive environment for all programme participants.

5.    Team Leadership and Line Management:

  • Support the Co-Heads of Programmes to deliver key strategic priorities and, alongside the other Programme Managers, help to lead the Programmes Team to work collaboratively with partners, and shift power to those with lived experience of financial insecurity, contributing to systemic change.

  • Alongside Head of Programmes and other Programme Managers, work collaboratively to support the Programmes team to achieve their objectives.

  • Provide line management to any direct reports and task management to other officers, including permanent and temporary staff, encouraging their professional development.

  • Delegate tasks in collaboration with other programme managers and oversee the work of any direct reports and other officers, ensuring workloads are balanced and deadlines are met.

  • Conduct regular 1:1s with Programme Officers being line or task managed, offering feedback, coaching, and developmental opportunities.

  • Manage change through continuous improvements within the programme as well as planned new directions.

These are the normal duties, which the Charity requires from the position. However, it is necessary for all staff to be flexible and all employees will be required from time to time to perform other duties as may be required by the Charity for the efficient running of the charity. Person Specification

Skills & Knowledge:

  • Strong programme and project management skills, including familiarity with project management processes and systems.

  • Strong partnership and relationship management skills, including partnering with small, medium and large social sector organisations, public services and key decision makers.

  • Excellent written and verbal communication skills, with the ability to communicate complex ideas to diverse audiences and integrate learning and insight into programme designs.

  • Ability to lead and manage teams, supporting both personal and professional development. • IT literate, with proficiency in Microsoft 365 and CRM systems.

  • Knowledge of equity, diversity, inclusion & belonging (EDIB), safeguarding, data protection/GDPR, and how to embed these into programme design.

Essential Experience:

  • Proven experience in managing national programmes with multiple stakeholders.

  • Expertise in developing and managing partnerships across sectors, with a particular focus on co-production.

  • Demonstrated ability to manage programme budgets of £500K+ and ensure financial accountability.

  • Experience in grant-making and/or community led programming.

  • Experience working on issues related to financial insecurity or poverty.

Desirable Experience:

  • Knowledge of the UK charity and social sectors, including the grant-giving landscape.

  • Experience working on systemic change initiatives aimed at alleviating poverty or financial insecurity.
