Overview:

You will lead the team that produces key National and Official Statistics on housing, including leading the department's flag-ship English Housing Survey, as well as providing internal advice on housing policy drawing on those statistics. This advice covers all aspects of housing policy and as such is incredibly high-profile.

As a senior social researcher or statistician you will lead a team of 11 analysts and the range of different types of work you will be involved in is extensive, with no shortage of demand for what you and your team do across the department and beyond. The team is based in the Housing and Planning Analysis Division (HPAD). HPAD has a clear purpose - to provide the very best quality analytical service in support of the department’s objectives on housing and planning. HPAD provides pro-active economics advice, modelling and appraisal for policy development; robust National and Official Statistics including on housing building, planning, affordable housing and land use; the English Housing Survey (EHS); expert market intelligence and briefings on the housing market; and timely monitoring information and advice on the performance of key programmes and policies.

Key Responsibilities:

The post holder will be expected to lead the department’s work on housing statistics and the use of these statistics in providing advice on polices related to the housing market, homeownership, the private rented sector, housing supply and the provision of social and affordable housing. This includes:

  • Leading the English Housing Survey - ensuring the contract is managed effectively, that the Annual Report and each topical report is delivered on time, and that full use is made of the Survey for internal policy development as well as continuing to raise the profile of the Survey both internally and externally;
  • Delivery of National and Official Statistics releases on housing supply (net additions and quarterly house building); the domestic stock; and Help to Buy;
  • Delivery of National and Official Statistics releases on affordable housing supply; RtB sales; social housing sales; and local authority housing statistics;
    • Leading the on-going improvement work of our statistical releases, liaising with users and data providers; and
    • Providing policy and monitoring advice, including to senior officials and ministers, on key programmes and targets in housing.
Key Skills/Criteria:
  • Experience of working in applied analysis in which strong analytical skills have been clearly demonstrated;
  • The ability to work closely with senior officials and ministers on high-profile topics and to explain complex analysis in a clear and coherent way;
  • Experience of delivering to tight and multiple deadlines and under pressure, whilst ensuring the quality of your and your team’s work;
  • Understanding of the pros and cons of different analytical methods to advise, critique and make independent direct use of the techniques;
  • Proven ability to combine intellectual rigour with effective verbal and non–verbal communication, clearly explaining technical issues and presenting for non-expert as well as expert audiences;
  • Experience of using project management techniques to deliver analytical outputs;
  • Experience of taking an evidenced based approach to help inform, and make recommended decisions;
  • Leadership and management of work programmes and staff;
  • Previous experience of working with National Statistics Releases.
