Job Title: Project Manager: Rough Sleeping
Responsible to: Rough Sleeping Programme Director, London Councils
Key contacts: Borough Housing Directors, Heads of Housing Needs, immigration advice providers, DLUHC, GLA, homeless health leads
Job Grade: Band E
Job Purpose:
To support the implementation and successful delivery of all aspects of the London Life Off the Streets rough sleeping programme, working in close partnership with local authorities, service providers, health organisations, DLUHC advisors and the Greater London Authority.
To support local authorities in delivering a successful and sustainable end to rough sleeping through brokering solutions, providing expertise and information about options and supporting programme activity.
Oversee and contract manage the sub-regional immigration advice agencies, working closely with GLA, providers and local authorities to understand, demonstrate and improve performance and assure London Councils senior management team that risks and performance are being closely managed.
Principal Accountabilities
To lead and co-ordinate activity in support of the delivery of the objectives and outcomes set out within the sub-regional immigration advice service agreements, working with local authorities, DLUHC advisors, the GLA, and providers as appropriate to ensure outcomes are maximised.
To work with other members of the Rough Sleeping programme team in London Councils to support the delivery of programme workstreams and management of sub-groups to ensure success in reducing rough sleeping, including but not limited to women, young people, non-UK rough sleepers, social care, homeless health, offender homelessness, wider prevention and data improvements.
To facilitate and support sub-regional working and ensure a high degree of collaboration between key partners in pursuit of the Life Off the Streets programme’s outcomes.
To support the programme by keeping a programme plan and risk register up to date, ensuring partners feel able to contribute and there is good visibility of progress through updates and regular reporting.
To represent London Councils at a range of meetings related to the Rough Sleeping programme, including with Housing Directors, Heads of Housing Needs, rough sleeping leads, Home Office officials, London Probation and MoJ staff, DLUHC advisors and service providers.
To establish and maintain strong relationships with local authorities (in and outside London) and other relevant stakeholders who may have a role to play in delivering the programme’s outcomes.
To create and maintain appropriate project documentation, ensuring that those who need it are provided with up to date information about the programme.
To provide project updates through the appropriate governance routes at a local, sub-regional and pan-London level.
To carry out all tasks and allocated work within agreed timescales and budgets.

Qualifications and experience
Significant experience of working with, or commissioning services for, people sleeping rough who have complex needs
Experience of project management
Experience of negotiating, collaborating and influencing to achieve outcomes for this population
Knowledge
A good understanding of the options/solutions/approaches that may be successful in helping people to maintain a life off the streets
A good understanding of the principles of project management
A good understanding of the statutory framework underpinning boroughs’ homelessness and social care duties and best practice in discharging them
A good understanding of the particular barriers and challenges facing those who may have limited or restricted eligibility to public funds and potential solutions/approaches
Skills and Abilities
Ability to collect and collate accurate data and to maintain accurate records;
Ability to use and work on own initiative;
Ability to effectively influence a broad range of stakeholders;
Highly developed written communication skills, with evidence of success in preparing clear reports, briefings and other documents;
Good oral presentation skills – able to present complex information, clearly and concisely, to a range of audiences
Relationship building skills, and evidence of the ability to network with relevant contacts;
Able to represent London Councils with a range of organisations including DLUHC and GLA;
Excellent organisational skills, and exemplary time management skills;
Proficient in the use of ICT.
