Job summary

The Freeports Programme within DLUHC coordinates the delivery of the UK’s new bespoke Freeports model which elevates the traditional Freeports model and offers a much broader package of measures designed to boost trade, employment, regeneration, and innovation. The model has a simplified customs process, offers tax measures to incentivise private business investment, carefully considered planning reforms to facilitate much-needed construction and additional targeted funding for infrastructure improvements in Freeport areas to level up communities and increase employment opportunities.

As a pro-active, self-starter with a range of skills you will work with the Programme Management Team. This is an exciting opportunity which will enable you to be involved in working with stakeholders across Government to coordinate effective programme governance for a GMPP Programme; analyse data to provide regular reports and respond to commissions; support the maintenance of key programme documentation such as risk logs and programme plans; and provide support on IPA assurance. You will have the opportunity to develop your programme management skills and experience while working with a variety of key stakeholders.

Job description

Key responsibilities:
•    Programme Reporting – Liaising with teams and analysing data to produce a monthly report summary and overseeing programme reporting returns including RADAR, IPA/GMPP Report and PMIU. Responding to commissions from the Central and Regeneration Portfolio Office.
•    Managing the core programme management documentation. Including development of programme plans, risk/issue strategy and log, actions log, change log, Target Operating Model, Dependencies and assumptions.
•    Programme Governance – agreeing agendas, scheduling, coordinating papers, producing chairs notes and maintaining distribution lists for Freeports Delivery Group/SRO Forum/Programme Board. Tracking key actions and decisions.
•    Programme Assurance – Making arrangements for IPA assurance reviews and overseeing the smooth running of reviews.

•    Good written and verbal communication skills.

•    Ability to engage effectively with external stakeholders, building alliances and spotting opportunities for improvement.
•    Ability to work under pressure and respond positively and flexibly to demands 
•    Project, programme or portfolio management experience.
•    Willing to work toward a relevant programme management qualification such as APMP, Prince2 or MSP if you do not already have one.

•    Understanding of the Project Controls environment and previous experience of working within PMO

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
