Job Description
Role Purpose
The role of the Regulatory Case Manager is to operationally manage and plan the fitness to teach casework, ensuring team performance and productivity, case throughput, as well as compliance throughout with associated rules, policy and process/procedures.
Role Specific Responsibilities
Manage external investigations through allocating investigation cases and ensuring case progression in line with appropriate KPIs and appropriate case handling, escalating service issues as appropriate to the Regulatory Solicitors.
Provide instructions, including legal instructions and relevant information to external investigators in respect of cases being investigated by them.
Carry out any necessary internal administrative tasks in respect of cases investigated externally.
Identify and escalate resource issues, within casework as a whole, to the Regulatory Assurance and Improvement Manager.
Assist the Regulatory Assurance and Improvement Manager in establishing and maintaining a framework around case prioritisation and risk assessment.
Assist the Regulatory Assurance and Improvement Manager in ensuring team compliance with the rules, policy and processes/procedures associated with the fitness to teach casework.
Support the Regulatory Assurance and Improvement Manager in managing and resolving issues and complaints in respect of fitness to teach casework, including responses to information requests..
Assist the Regulatory Assurance and Improvement Manager in leading the quality assurance and audit of decisions, systems and procedures (including hearings and Panel meetings), liaising with the Regulatory Solicitors to make this happen as appropriate, and in actioning areas identified for improvement
Assist the Regulatory Assurance and Improvement Manager in providing expert knowledge and input in respect of Data Sharing Agreements in liaison with the Governance Solicitor and the Information Governance Officer.
Deputise for the Regulatory Assurance and Improvement Manager as required.
Assist the Regulatory Assurance and Improvement Manager regarding the development of regulatory casework related training and support for Fitness to Teach Panel Members, as well as supporting the appointment of Fitness to Teach Panel Members in liaison with the Governance Operations and Compliance Officer.
Lead, manage and motivate the Lead Regulatory Investigation Officers.
Perform other duties that may be reasonably required within the scope of your role as assigned to you.
Person Specification
Qualifications and Training
Essential
Bachelor of Laws degree (LLB or LLB (Hons) (SCQF Level 9 or SCQF Level 10 respectively) and Post Graduate Diploma in Legal Practice or equivalent (SCQF Level 11)
Qualified solicitor and holder of (or entitled to hold) a full and unrestricted Law Society of Scotland practising certificate
Evidence of ongoing professional learning
Knowledge, Skills and Experience
Essential
Role qualifying experience as a solicitor in a relevant sector
Leadership and management experience in regulatory casework or equivalent
Leadership skills and experience in the effective management of people
Experience in building and maintaining effective working partnerships with internal and external users and partners
Evidence of effective legal decision-making and advice
Understanding of effective legal/regulatory casework planning, management and operations
High quality written skills
High quality analytical skills
Good digital literacy including competency with Microsoft 365 applications (including Outlook, Teams, Word, Excel, PowerPoint, SharePoint, Dynamics)
Effective resource management
An understanding of professional regulation
Desirable
A good understanding of the political educational context and the impact for GTC Scotland
Experience working for or with a regulatory body
An understanding of the statutory and corporate governance frameworks within which GTC Scotland operates
