About us 

Transparency International is a global movement sharing one vision: a world in which government politics, business and the daily lives of people are free of corruption. Transparency International UK is the UK national chapter of this movement. We work with the British government, parliamentarians, civil society and the private sector to tackle corruption at home, addressing the UK’s global corruption footprint and helping multinational companies prevent corruption by operating with integrity. We are also home to two major global programmes tackling corruption in the Defence and Security sector and Global Health on behalf of the wider Transparency International movement. 

Transparency International Defence & Security (TI-DS) is one of TI’s global programmes and is committed to tackling corruption in defence and security sectors internationally. Hosted by Transparency International’s UK chapter, the programme works with defence institutions, governments, the defence industry, civil society and international organisations worldwide to strengthen transparency, accountability and oversight in a traditionally opaque and secretive sector.  

TI-DS has recently published an ambitious new strategy which sets out how we will bring corruption in defence and security out of the shadows, champion transparency, and mobilise national and international action to build integrity and better security for all. It identifies the opportunities, pathways and partnerships that will help us advance peace and stability by reducing corruption in defence and security, and it specifies the outcomes and impact we will achieve. 

About the role 

As Head of Policy and Campaigns, you will fill a key leadership role within the TI-DS programme, and be responsible for shaping policy positions, developing and managing delivery of high-profile global campaigns, and delivering key outcomes from the TI-DS Strategy 2024-26. With the Programme Director, you will build and use influential relationships with senior stakeholders, and represent the programme externally. You will manage and lead a team of policy, campaigns, and communications colleagues, and be collectively accountable for management of the full TI-DS programme, as part of the TI-DS Management Team. 

This will involve: 

  • Leading evidence-based policy development in line with the focus of the TI-DS strategy, defining TI-DS’s position in relation to systemic issues, high profile global events, and TI global Movement priorities. Expected achievements: TI-DS has clear, robust, solution-focused policy positions to inform all engagement with national, international, and multilateral actors. 

  • Designing, overseeing, and leading delivery of politically-astute and impactful advocacy campaigns at national, international, and multinational levels. To include: 

  • Building credible and influential relationships and representing TI-DS thought leadership and policy positions at senior levels within national authorities, international civil society, multilateral and international forums. 

  • Ensuring the Programme Director is prepared for high-profile external engagements and, with the Programme Director, delivering high-profile external engagements. 

  • Building, mobilising, and supporting coalitions of national and international actors. 

  • Supporting and enabling impactful advocacy by the global TI Movement. 

  • Leading and managing an international team, supporting staff to deliver and to develop, effectively addressing any challenges or issues within the team, and ensuring all team deliverables are on time, high quality, and within budget. Expected achievements: team members are supported, motivated, and high-performing, TI-DS delivery picks up pace and impact is demonstrated. 

  • As a member of the TI-DS Management Team, contributing to collective leadership of both strategy and delivery across the full TI-DS programme. With the Head of Research and Evidence, deputising for the Programme Director when required. Expected achievements: TI-DS leadership is strengthened, improving quality and impact of all team activity. 

  • Identifying and cultivating funding opportunities, engaging with funders and potential funders, and developing and delivering successful funding pitches and proposals. Expected achievements: TI-DS grows in reach and impact. 

About you 

To be successful in the role you will have/will be: 

  • Substantial relevant experience, including experience working in policy and advocacy roles as well as management or leadership roles 

  • Experience working for or with governments and international organisations 

  • Substantial experience building networks and coordinating partnerships in international and national contexts, including with international and multilateral bodies, national authorities, civil society, and academia 

  • Experience working autonomously to a high standard, demonstrating strong organisational and time-management skills 

  • Experience preparing high quality written and verbal communication products and activities, including reports, presentations, campaigning materials and events 

  • Fundraising experience 

  • Experience of, or demonstrable strong knowledge of, anti-corruption and governance work 

  • Experience of, or demonstrable strong knowledge of, defence and security, including e.g. the conflict/stabilisation/peace agendas, the arms trade, and/or security sector reform 

  • Experience managing high-performing teams, including geographically dispersed and remote working teams  

  • Experience working in culturally and politically diverse contexts
