Job Description
Responsibilities:
MOM is a forerunner within the Singapore Public Service in integrating data analytics, behavioural insights and design thinking to re-design government policies and programmes, and drive organisational transformation. Co-Lab, MOM’s in-house innovation unit, drives this effort.
The Co-Lab (Business Analytics) team formulates and oversees strategies, plans, and initiatives to develop and apply specialised capabilities in data science (DS) and artificial intelligence (AI), including the development of key DSAI products, and contributing to capability development of MOM’s data analyst pool.
It also works closely with cross-ministry and agency teams to apply Co-Lab’s Understand, Design, and Test (UDT) approach to identify problems and opportunities, and formulate and implement interventions, with a focus on the use of data science concepts and tools, to effect desired outcomes and drive policy, business, and organisational transformation.
The officer will lead and develop a team of 4 officers to drive the following work areas:
(i) Enable data-driven decisions in MOM with DS/AI, and improve effectiveness and efficiency of MOM’s enforcement operations, policies and communications, via
o Guiding and facilitating strategic discussions to distil departments' business challenges and priorities.
o Assessing the availability, relevance and quality of data sources, collection methods, and value of DS/AI in resolving business challenges.
o Guiding departments in building analytics hypothesis and defining measurable outcomes.
(ii) Enable and sustain data-driven decisions in MOM by:
o Guiding the implementation of validated models through partnering with SPTD’s Data Management team and Information Systems and Technology Department (ISTD) to assess infrastructural and software needs to link the models' output with MOM's application systems and operational processes.
(iii) Raise awareness and deepen capabilities in DS/AI in MOM via:
o Developing and implementing capability development strategies and training programmes in partnership with MOM Academy.
o Raising awareness, training and guiding departments to apply analytics methods.
o Ensuring the team stays updated on the trends in DS/AI methods and applications.
Developing partnerships with external consultancies and specialists for advisory support.

· Comfortable in managing diverse and at times conflicting views in the course of running projects and developing products
Degree in Business Analytics, Machine Learning, Statistics, Mathematics or related disciplines. Masters’ degree holders in related disciplines will be an advantage.
The candidate should have experience with (i) using analytics and statistics methods and software such as Python, Tableau, Microsoft BI, etc; (ii) Microsoft applications; and (iii) performing quantitative analysis of business problems.
