In response to the tragedy of the Grenfell Tower fire, the Government established the Building Safety Fund (BSF) to make sure buildings are safe – and people feel safe – now and in the future.  

The Building Safety Programme sits within the Remediation  portfolio, in the Safer, Greener Buildings Group and is one of the government’s major programmes, key to addressing safety concerns on high rise buildings. The Government has made over £5bn of funding available to building owners to enable them to undertake remediation of unsafe cladding on high rise buildings. 

The programme is going through a period of significant transformation, as we seek to increase the pace of delivery by addressing internal pain points, drive progress and grip of buildings through the fund and incentivise freeholder behaviour.  

The Change Project Manager will be accountable for delivering project level activities aligned to the objectives and outcomes of the programme. The role sits within the Strategy, Change & Briefings team and will report to the Senior Change Manager, working alongside PMO and Strategy colleagues. The Change Project Manager will be responsible for driving and overseeing the delivery of change projects to ensure that the objectives are clearly defined and achieved within the agreed time, cost and quality constraints.

Job description

The role is key to delivering high quality change into the Operations teams, including multiple 3rd parties, whether initiated from policy re-design or continuous improvement.  

The Change Project Manager role is expected to encompass the following: 

Project management – Day-to-day management and leadership of change projects. Setting project controls, designing the project structure appropriate to stage, selecting and applying appropriate delivery methodologies. Build project plans and apply appropriate project principles to deliver stated objectives. Identify and set appropriate project controls. Track and report delivery against milestones 

Business case – Co-ordinate and lead the development of project documentation including for example project initiation documents and business cases.  

Budget – Track the delivery of change projects within agreed budgets.  

Benefits realisation – Undertake theory of change documentation, ensuring inputs and outcomes (short, medium and long-term) as well as core metrics are understood. Track the realisation of benefits. Ensure an appropriate benefits realisation strategy is in place, and monitor longer term delivery of benefits against business cases.  

Stakeholder management – Identify key stakeholders and develop effective relationships including with the programme management team and programme management office. Facilitate stakeholder planning across change projects. 

Risks and issues – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate.  

Governance – Provide key reports and support effective governance and decision making including feeding in our backlog of projects and prioritisation to the change board. 

Assurance – Support or set appropriate project assurance.  

Change management – Ensure effective change management processes are in place to agree and document changes to deliverables as agreed with stakeholders.  

Guidance and support – Seek appropriate support, guidance and coaching from the project community. Show commitment to personal development. Promote effective individual and team performance. 

Projects – Lead on specific change projects. 

Person specification

Experience: 

  • Should be a project / programme delivery professional with relevant Risk and Governance knowledge and experience of delivering projects programmes in complex environments.  

  • Knowledge and demonstrable experience working in a Change Management function.  

  • Will have proven project leadership capabilities. 

  • Experience in leading project delivery in complex and challenging environments. 

  • Experience delivering and managing risk/issues for projects and programmes for government departments. 

  • A relevant programme/project management qualification, or change management qualification, for example MSP, Prince II, APM. 

  • Leading internal and external project teams and resource directly and indirectly. 

Key Personal Attributes:  

  • A self-starter and proactive team member. 

  • Possess strong leadership and decision-making skills. 

  • Combine realism with openness and the clarity of expression to communicate the project objectives and the programme’s vision and objectives in relation to change effectively. 

  • Have strong interpersonal skills and the ability to build productive relationships across organisational boundaries.

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
