Department/ Division Summary

 

This is a commercial pan-division role with PJ Careys’ which involves working on minor and major contracts operating either as a specialist in support of a Construction Partner or as a Main Contractor. This work involves one or more of our specialist capabilities and experience in demolition, enabling works, infrastructure, basements and substructures, hard and soft landscaping and external works. 

 

 

Purpose of the Role

 

In alignment with the Carey Way and Careys’ Health and Safety system, SHED (“Safe Home Every Day”), The Senior Quantity Surveyor is responsible for the management and implementation of the commercial function on appointed projects.

 

Reporting to the Commercial Manager and/or the Commercial Director, the Senior Quantity Surveyor heads the Commercial team on appointed projects and will:

·       Demonstrate a thorough understanding of project(s) contractual and commercial requirements

·       Demonstrate a thorough understanding and competent execution of the monthly reconciled values and updated forecasts

·       Demonstrate confidence and expertise, with minimal input from the Commercial Manager/Commercial Director, in dispute resolution and risk & opportunities profiling

·       Promote and maintain strong relationships with Careys’ clients to agree valuations and complex variations

·       Form productive relationships with Careys site and management teams as well as the client’s management,

·       Research and review market information to increase commercial opportunity and success on the project(s)

·       Demonstrate inspirational leadership of the Commercial team including mentoring and assisting with development and training

 

 

Main Responsibilities

 

Reporting to the Commercial Manager, and in alignment with the Carey Way and SHED (Safe Home Every Day), the Senior Quantity Surveyor’s responsibilities will include and span the following:

 

Stakeholder Management

·       Manage and build collaborative relationships with suppliers, monitor and reporting on their performance and compliance

·       Provide dispute resolution support and advice

·       Ensure the Commercial Director and/or the Commercial Manager is up to date on all internal and external communications

·       Consider alternative strategies for dispute resolution of moderate complexity and prepare written arguments from a claimant or defendant perspective, making recommendations to key stakeholders on the preferred option

 

Cost Management, Reporting and Supporting

·       Provide post contract award commercial services for 'goods' and 'services' up to and including Final Account.

·       Preparing and agreeing budgets for projects at commencement

·       Ensure Commercial budgets are managed accurately by QS

·       Assist with cost and expenditure planning/benchmarking

·       Support cost management, trending estimating and forecasting

·       Analyse cost performance data and provide accurate input for monthly performance reports

·       Support management of budget and spend profiles continually identifying ways to improve cost performance

·       Carry out cost impact analysis of proposed changes to scope/schedule

·       Prepare cost reports and analysis, identifying areas of learning and any recommendations for improvement  

 

Change Management

·       Oversee monthly management and monitoring of budget/ v/o’s change control process

·       Maintain financial impact assessments for instructed change

·       Maintain project data sets for consistency, accuracy and alignment 

 

 

 

 

Procurement

·       Work with the Procurement Team to ensure a robust and optimal procurement strategy

·       Oversee Sub-Contract and Special Supplies procurement and administration/payments

·       Approve Subcontract orders

 

Sub-Contract/ Special Supplies Administration

·       Negotiate financial impacts of compensation events with suppliers

·       Manage the impact of trends, inflation currencies and exchanges in forecasting and align with tracking indices

·       Approve Subcontract payment certificates

 

Contractual Compliance, Quality and Risk Management

·       Maintain corporate governance across projects

·       Identify areas of cost risk including mitigation measures and opportunity and support and advise the team in controlling costs and minimising commercial risks

·       Keep the Commercial Director and/or Commercial Manager informed of contingency drawdown/returns

·       Work with the Commercial team to ensure correct and robust terms are built into contracts

·       Ensure accurate reporting of monthly contract review data

·       Work with Contract Manager to achieve project performance

 

Collaboration and Teamwork

·       Manage and mentor a team of Quantity Surveyor’s, Assistant Quantity Surveyors, Trainee & Graduate Surveyors

·       Ensuring commercial budgets are being managed accurately by Quantity Surveyor(s)

 

Innovation

·       Work with the business to integrate commercial activities

 

Desirable Skills & Experience

·       Experience working with a main contractor with a civil engineering background.

·       Ideally degree qualified however HNC / HND or will also be considered depending on project experience

·       Expertise administering a range of contract values for multi-disciplinary construction project work packages/contracts

·       Demonstrable track record in managing complex, high value and varied contracts from a quantity surveying perspective.

·       Knowledge of all relevant forms of contract

·       Expert analytical skills to make informed, balanced business decisions and report findings back to Clients and Internal Stakeholders.

·     Self-directed and confident

·     Good oral and written communication skills and knowledge of relevant software

·     Excellent people management/development skills

MRICS (or actively working towards) and extensive experience with an in depth experience of maintaining contract compliance and driving value through the supply chain within complex construction projects
