Grade: Band C 

 

Salary: £39,028 Starting Salary - Band rises to £45,706 (pay award pending)

 

Location: Based London SE1, and in London boroughs 

 

Closing: tbc. 

 

Responsible to: Programme Director Climate Change 

 

Key contacts: London Councils staff; Senior officers in London Boroughs, the GLA; National and London wide bodies in the public, private and voluntary sectors. 

 

Job Purpose:          

 

  • To manage projects within 6 of the thematic areas of the London Councils Climate Programmes, contributing to their successful delivery: 

    Low Carbon Transport  

Low Carbon Development  

Building the green economy  

Renewable Power for London 

Resilient and Green 

One World Living 

  • To liaise with a wide range of stakeholders, including London Boroughs, government and the GLA, as well as project delivery partners.. 

 

Principal Accountabilities: 

 

  • To support the lead boroughs and London Councils to advance their climate programme through successful project delivery. 

  • To manage internal resources and third parties to deliver defined projects. 

  • To ensure that all projects are delivered on-time, within scope and within budget. 

  • To develop project scopes and objectives, involving all relevant stakeholders. 

  • To build strong working relationships with key stakeholders, particularly   London’s local authorities, and the GLA and other relevant partners 

  • To work collaboratively with boroughs and, housing associations, GLA and others partners on shared projects and programmes. 

  • To secure resources and allocate accordingly. 

  • To develop project plans to track progress. 

  • To measure project performance using appropriate systems, tools and techniques. 

  • To report on progress and escalate to management as needed. 

  • To undertake risk assessments to minimise project risks. 

  • To develop communications and engagement materials and disseminate project outputs to a range of audiences. 

  • To provide information and briefings for elected representatives and senior decision-makers 

  • To consider the impact of climate change and climate change policy on London’s communities and identify opportunities to mitigate negative impacts and promote a just transition. 

  • To act in a manner that reflects and values the diversity of London’s communities and promotes an inclusive society. 

  • To adhere to London Councils’ corporate policies, procedures, regulations and protocols. 

  • To uphold health and safety at work for self and others. To observe London Councils’ Health and Safety policy and related procedures at all times. 

  • To uphold the highest standards of ethical conduct in line with the expectations of a local government officer and to lead staff to adhere to such standards in order to uphold the reputation of London Councils and local government in London.  

 

Knowledge, Skills and Experience: 

 

  • Educated to degree level or with equivalent practical experience. 

  • A good understanding of climate change solutions and mitigation and the policy and delivery context. 

  • Demonstrable experience of managing projects including as part of a multi organisation team. (A) 

  • An understanding of local government in the UK and their roles and responsibilities in relation to climate change and sustainability.  

  • Excellent written and verbal communication skills (A,I) 

  • Knowledge or experience of resident engagement. 

  • Solid organisational skills including attention to detail and multi-tasking skills 

  • Strong working knowledge of project management techniques. 

  • Experience of procurement processes. 

  • Strong communication skills (A,I) 

  • Experience working in a collaborative context and building productive relationships (I) 

  • Ability to influence effectively 

  • A formal project management qualification would be beneficial.
