About us

Transparency International (TI) is a global movement sharing one vision: a world in which government politics, business and the daily lives of people are free of corruption. Transparency International UK is the UK national chapter of this movement. Transparency International – Defence & Security (TI-DS) is one of TI’s global programmes and is committed to tackling corruption in the global defence and security sector. Located in London and hosted by Transparency International’s UK chapter, the programme works with defence institutions, governments, defence industry, civil society and international organisations worldwide to strengthen transparency, accountability and oversight systems in a traditionally opaque and secretive sector. We contribute to broad-based coalitions and collective action working with reform-minded actors to bring about change.

About the role

As TI-DS Research Project Manager, you will be responsible for managing the production and delivery of the Government Defence Integrity Index (GDI).

In addition to this role, you will look after the following:

MANAGEMENT AND OPERATIONS

  • Manage recruitment of and lead a small team; train project officers and interns as needed, and provide oversight of their performance and outputs.

  • Manage recruitment of researchers and contributions from over 200 assessors, peer reviewers, government reviewers, and institutional partners.

  • Oversee data collection for approximately 80 country assessments in TI-DS’ flagship project, guiding the research process from the recruitment of consultants and quality control of data to online publication.

  • Communicate with country assessors and peer reviewers around the quality of research, timelines, and deliverables.

  • Monitor and report research progress in regular updates, identifying and addressing any challenges as they arise to the Head of Research.

  • Liaise with other TI-DS staff to provide appropriate support to regional GDI workshops.

  • Manage GDI research budgets in partnership with TI-UK Finance and negotiate rates with consultants.

RESEARCH

  • Ensure that high quality and rigorous standards of research are maintained within country assessments and across the dataset.

  • Perform and oversee detailed quality review and fact-checking of assessment content and sources and to prepare data and supporting information for online publication.

  • Monitor weaknesses in operationalization of methodology and raise issues for solution identification.

  • Oversee detailed quality review and fact-checking of assessment content and sources.

  • Track research timelines for individual countries and regions, and propose adjustments as necessary.

  • Finalize country assessments through a reconciliation of inputs and multiple coders.

  • Manage review process for governments and chapters in collaboration with TI-DS advocacy staff.

ENABLING IMPACT

  • Act as point of contact for TI national chapters.

  • Oversee online publication of data and contribute to analytical work.

  • Provide support to advocacy work as needed.

  • Support the MEL Manager by helping to identify, track and report on results.

  • Oversee the development of GDI materials for M&E or TI-DS communications.

About you

To be successful in the role you will have/will be:

  • A Postgraduate degree in Anti-Corruption, International Relations, Governance, Conflict and Security, International Development or other related field.

  • Experience managing complex multi-year projects, with responsibility for management of budget, personnel, methodology, and/or research process.

  • Experience working on complex and ideally international research projects.

  • Demonstrated qualitative research skills and knowledge of quantitative approaches.

  • Relevant expertise in defence and security, or governance and anti-corruption, or both.

  • Excellent proven line management skills.

  • Experience of working effectively in a team; excellent interpersonal skills including able to maintain effective professional relationships whilst working remotely.

  • Experience working in culturally and politically diverse contexts and of managing relationships remotely.

  • Proven experience working with multiple stakeholders, including governments, civil society, and the private sector.

  • A willingness to challenge oneself and others to improve develop knowledge openly and constructively.
