Retrofit London – Project Officer 

Team: Climate Change

Grade: Band C

Salary: £39,028 Starting Salary - Band rises to £45,706

Location: Based London SE1, with option of some days remote working

Closing: 11.59am, Monday 4 September 2023

 Responsible to: Retrofit London Programme Director

 Key contacts: London Councils staff; Senior officers in London Boroughs, the GLA; the London Housing Directors' Group; National and London wide bodies in the public, private and voluntary sectors.

 Job Purpose:         

  • To manage projects within the Retrofit London Programme with a focus on the Home Upgrade Grant Phase 2 engagement programme.

  • To contribute to the successful delivery of the London Councils climate programmes.

  • To liaise with a wide range of stakeholders, including London Boroughs, government and the GLA, as well as project delivery partners.

  • To strengthen the knowledge network between councils, housing associations and others working on retrofit in London.

 Principal Accountabilities:

1.    To support London’s boroughs to advance their retrofit plans for social, private rented and owner occupied homes.

2.    To manage internal resources and third parties to deliver defined projects.

3.    To ensure that all projects are delivered on-time, within scope and within budget.

4.    To develop project scopes and objectives, involving all relevant stakeholders.

5.    To build strong working relationships with key stakeholders, particularly   London’s local authorities, the GLA and Housing Associations.

6.    To work collaboratively with boroughs, housing associations, GLA and others on shared projects and programmes.

7.    To secure resources and allocate accordingly.

8.    To develop project plans to track progress.

9.    To measure project performance using appropriate systems, tools and techniques.

10. To report on progress and escalate to management as needed.

11. To undertake risk assessments to minimise project risks.

12. To disseminate project outputs to a range of audiences.

13. To act in a manner that reflects and values the diversity of London’s communities and promotes an inclusive society.

14. To adhere to London Councils’ corporate policies, procedures, regulations and protocols.

15. To uphold health and safety at work for self and others. To observe London Councils’ Health and Safety policy and related procedures at all times.

16. To uphold the highest standards of ethical conduct in line with the expectations of a local government officer and to lead staff to adhere to such standards in order to uphold the reputation of London Councils and local government in London. 

Knowledge, Skills and Experience:

  • Educated to degree level or with equivalent practical experience.

  • A good understanding of residential retrofit and the policy and delivery context.

  • Demonstrable experience of managing projects including as part of a multi organisation team.

  • Excellent written and verbal communication skills

  • Knowledge or experience of resident engagement.

  • Solid organisational skills including attention to detail and multi-tasking skills

  • Strong working knowledge of project management techniques.

  • Experience of procurement processes.

  • A formal project management qualification would be beneficial.
