Job Description
Engage Britain is looking for an experienced Senior Analyst to lead on the research and analysis for our Health and Care project.
You will be highly motivated by a way of doing analysis that has people at its heart. Your approach to analysis will centre people’s views, concerns and experiences; you will be interested in understanding the roots of people’s views and behaviours; and you will be driven by a desire to improve people’s lives. You will have strong quantitative and qualitative research skills and be keen to draw on both to help people understand and tackle some of the biggest challenges the country faces.
Initially, you will lead on the analysis in the solutions stage of the Health and Care work. This will include supporting the project team and the co-design delivery partner to manage the flow of information into the core co-design group. This information will come from digital engagement at scale, from reference groups made up of experts by experience and profession, and from stakeholder organisations. You will also help us understand the process, leading on work analysing how and why the co-design group came to the solutions they did at different points in the process.
You will lead on the analysis underlying the testing stage of the project, specifically on the social care staffing workstream. This will mean designing a process that uses a range of methodologies to stress-test draft plans that come out of the solutions phase with the general public, frontline staff and politicians, to make sure they work and are politically viable. This might involve polling work and qualitative research methods and is an exciting opportunity for you to shape what this phase of the project will look like.
More broadly, you will lead on work exploring people’s attitudes, experiences and priorities when it comes to health and social care in Britain. This will involve commissioning and directly undertaking a variety of different methods for engagement and analysis – from traditional quantitative and qualitative analysis, to engaging large numbers of people using digital tools, to participative approaches like collaborative sensemaking.
You will also advise both on project strategy and methodology. This will include keeping on top of best practice on public opinion research, deliberation, design and policy testing. You will be very confident in presenting findings to all of our audiences – including politicians, journalists, academics, policy experts and campaigning groups. You will also take forwards insights from your work to help inform Engage Britain’s wider strategic direction, advocacy, communications and partnerships work.
Key responsibilities of the role
Drive an innovative new policy process for Engage Britain, working with the Head of Analysis and Programme Directors to devise project strategy and methodology, and design complex analytical processes.
Lead on the delivery and commissioning of high quality quantitative and qualitative analysis for the Health and Care project.
Support the solutions phase of the Health and Care project, including by managing the flow of information into the core co-design group and analysis of how and why they came to the solutions they did at different points in the process.
Devise and deliver the test stage of the Health and Care project, developing appropriate methodologies to rigorously test policy solutions with health and care staff, politicians and members of the public.
Establish how to automate analysis to allow us to understand a large number of people’s views and experiences, initially focusing on people’s engagements with digital conversation platforms like Pol.is and Consider.it.
When needed, support with other aspects of Engage Britain’s analysis work, including a second project on Poverty and our wider work on the public attitudes to the challenges we face.
Write up and present high-quality analysis in clear, compelling and innovative ways for our various audiences.
Promote our analytical work and project outcomes with politicians, journalists, academics, campaigning groups and professional organisations, and support the development of these relationships.
Maintain a strong understanding of the public opinion, policy and political landscapes to inform Engage Britain’s project work as well as its wider work on the public’s priorities.
These key responsibilities are a broad summary of the role; they do not cover every task which may arise within the post at various times. The post-holder will be expected to work flexibly and carry out other duties as required from time to time. The role will also entail some travel, mainly within the UK.

The successful candidate will be able to demonstrate most of the following capabilities:
Knowledge and experience
Proven track record of undertaking, and preferably also commissioning, high quality policy analysis, ideally gained in a research, governmental and/or NGO environment.
Experience of leading on devising and delivering appropriate methodologies to tackle an analytical challenge.
Experience of communicating complex analysis in clear, accessible and innovative ways.
Experience of working in partnership with other organisations to successfully deliver for both parties.
Knowledge of how deliberative, design and public opinion methodologies can be used to formulate public policy.
Knowledge of the British political and public policy environment.
Skills and abilities
Strong interpersonal skills and a natural empathy with people from a range of backgrounds.
Outstanding analytical skills with the ability to quickly grasp issues and draw on a range of qualitative and quantitative analytical techniques.
