Job Title: Barking and Dagenham Programme Manager  

Department: Programmes and Partnerships Directorate - Local Programmes

Contract: Permanent, Part Time, 21 hours a week      

Reports to: Co-Head of Local Programmes

Line Manages: Community Insight Officer           

Location: Hybrid/ Barking and Dagenham/ Head Office, Hammersmith, London W6

Purpose of the Role:          

The Turn2us Local Programmes Team is a new team which is developing place-based programmes to address the symptoms of and tackles the causes of financial insecurity. One of our first programmes is in Barking and Dagenham. This role will work in partnership with local organisations and people affected by financial insecurity to develop and oversee an innovative, coproduced, high impact local programme of support that includes grants and information so that people living in financial insecurity have the opportunity to build financial security and thrive in the places where they live. 

Key Responsibilities and Accountabilities:

  • To work with lived experts and local partner organisations to develop an innovative, co-produced high impact local programme that targets and include communities identified through insights and research as priority groups.

  • To oversee the implementation and delivery of the programme ensuring it meets local need, has embedded culture of accountability, transparency, partnership and remains in budget.   

  • To ensure there is a rights-based approach with clear Equality Diversity & Inclusion, wellbeing, accessibility and safeguarding lenses in the programme.

  • To support the work of the Community Insight Officer to develop a deep understanding of the nature of financial insecurity in Barking and Dagenham and efforts to end it.

Duties:

1. Programme Development and Delivery

  • Work with the Partnerships Development Manager to develop and maintain relationships with co-production partners, local organisations, decision-makers and funders.

  • To work with the Partnerships Development Manager and Accountability Officer to develop accountable and transparent partnerships and embed a culture of participation and accountability in every aspect of the Programme.

  • Support the work of the Community Insight Officer to build a strong understanding of the local population, and the differential impact of financial hardship on different people in particular those who are facing multiple barriers to financial security who’s needs we are not meeting.

  • To work with the Community Insight Officer to ensure Turn2us local programmes add value to existing community/place-based work.

  • To develop and manage the budget and work with Turn2Us finance to ensure that the programme is delivered on budget ensuring clear mechanisms to pay lived experts and partner organisations in a timely and simple way.

  • In collaboration with local partners, coproduction partners and Turn2Us coproduction lead, develop & deliver:

o   A community engagement strategy that engages lived experts from Barking and Dagenham.

o   A model of support that can show impact – considering models of best practice in participatory budgeting, collective impact etc and ensure a strong learning approach.  

  • Ensure all programmes embody the values of the organisation.

  • To contribute to the development and implementation of the Turn2us rights-based approach with clear EDI, wellbeing, accessibility and safeguarding lenses integrated into all of our programming.

  • To implement safeguarding approaches in the programme and ensure we are working collaboratively on safeguarding with partners.

  • To work with Turn2us’s fundraising & external affairs colleagues to develop and implement a  fundraising and communications strategy.

2. Monitoring, Evaluation and Learning

  • With the Impact and Insight Team develop and deliver a Monitoring, Evaluation and Learning plan framework for the programme.

  • To share learnings widely in conjunction with Turn2us external affairs team across the organisation and track and share learnings and to understand the impact of the programme. 

  • Work with the Co-Heads of Local Programmes and the Turn2Us External Affairs team to share this learning locally and nationally as appropriate. 

3. To work to shift power to those closest to the problem of financial insecurity

  • To work with local partners to develop and share learning about making systemic change to financial insecurity and use this to develop an impactful programme in Barking and Dagenham.

  • To support local partnerships to influence policy and investment decision makers, in partnership with the Turn2Us external affairs team.

  • To embed an understanding of social justice issues in the UK in the programme and enable space for community conversations about these and to support lived experts and local partners to challenge the systemic causes of poverty.

Person Specification

Experience:

  • Experience of developing programmes through co-production.

  • Experience of working on programmes with multiple stakeholders and across teams.

  • Experience of managing budgets.

  • Experience of working on issues of financial insecurity.

  • Experience of working with a wide range of stakeholders including in partnership with community groups.

  • Experience of Fundraising.

Skills:

  • Strong facilitation skills.

  • IT literate, including spreadsheets, email and word documents.

  • Excellent written and verbal communication skills in English.

  • Understanding of co-production including the role of safeguarding and data protection/GDPR.

Knowledge:

  • Knowledge of economic inequality and how gender, race, disability, age and other factors intersect to exacerbate it.

  • Knowledge of working to make systemic change.

Personal attributes:

  • Committed to shifting power to those closest to the problem of financial insecurity.

  • Be a champion for co-production and user-led design to deliver positive change.

  • An understanding of taking a learning approach and how to embed learning in organisations.

  • Ability to travel across the UK.

These are the normal duties, which the Charity requires from the position. However, it is necessary for all staff to be flexible and all employees will be required from time to time to perform other duties as may be required by the Charity for the efficient running of the charity.  This Job Description is non-contractual. It will be reviewed from time to time and may be subject to change.
