Job Description
MAIN PURPOSE:
To support the effective delivery of organisational office and compliance functions across Citizens Advice Wirral. The Office and Compliance Manager will be responsible for ensuring robust systems, processes, and governance arrangements are in place to support the smooth and compliant running of the organisation.
The role will coordinate and support delivery of core office and administrative functions across the organisation including finance administration, HR administration, information assurance, premises management, complaints handling, and compliance. The postholder will support organisational resilience, continuous improvement, and the development of effective working practices across the organisation.
KEY RESPONSIBILITIES:
Co-ordinate the day-to-day management of office, administrative and operational functions across the organisation
Develop, implement and review office systems, procedures and working practices to support operational effectiveness, continuous improvement and service quality.
Coordinate finance administration processes, including purchase orders, invoices, payments, income recording and financial record keeping, ensuring compliance with organisational financial procedures
Liaise with external providers and contractors, including payroll, finance systems, auditors, maintenance contractors and suppliers, as required.
Support HR administration processes including recruitment, onboarding, induction, DBS and right to work checks, staff and volunteer records, training coordination and workforce systems.
Support the management of organisational premises, facilities, health and safety, security and office resources to ensure safe and effective working environments across all locations.
Maintain compliance records and procedures to ensure compliance with relevant legal, regulatory and Citizens Advice membership requirements, including data protection, information assurance, health and safety, and regulatory obligations.
Coordinate organisational policy reviews, complaints management processes and governance administration, including support for trustees and senior management.
Line manage designated staff and support the effective supervision, development and wellbeing of staff and volunteers.
Support continuous improvement initiatives and where relevant use digital tools and Artificial Intelligence to enhance organisational effectiveness and innovation.
Promote a positive organisational culture and uphold Citizens Advice Wirral values, including equity, diversity and inclusion.
Undertake any other duties reasonably required within the scope of the role.
Person Specification - essential criteria
1 - Experience of managing or coordinating finance and HR administrative systems, operational processes, and compliance activity functions within a charity, public sector, or similar environment
2 - Good understanding of compliance requirements including GDPR, confidentiality, safeguarding, health and safety, and information assurance
3 - Experience of effectively line managing and supporting staff and volunteers, including supervision, performance management and development
4 - Strong organisational skills with the ability to manage competing priorities and meet deadlines
5 - Excellent communication skills, both written and verbal, with the ability to work with a range of stakeholders
6 - Strong IT skills and an understanding of how digital tools and Artificial Intelligence can support organisational effectiveness
7 - Ability to work independently, use initiative, analyse information, and contribute positively as part of a team
8 - Level 2 qualifications (GCSE or equivalent) in maths and English
9 - A commitment to Citizens Advice values and to equity, diversity, and inclusion
