You will provide expert advice and support to the sponsor teams for the arms-length bodies sponsored by the department and provide assurance to the Chief Financial Officer and Permanent Secretary.
We are looking for an enthusiastic individual who is an excellent team player with a passion for problem solving, strategic thinking and influencing a broad range of stakeholders to help the department to maintain and strengthen our ALB governance arrangements.
As the ALB Governance Lead, you will:
Lead a small team to provide a central source of expertise and assurance on all aspects of ALB governance, by:
Continually reviewing and refreshing our senior sponsor model and ensure all stakeholders understand their role, responsibilities and accountabilities.
Providing timely and accurate advice on a range of issues to a wide range of internal and external stakeholders, including directors, Directors General, Permanent Secretary and ministers.
Collaborating with relevant teams to maintain a central hub of up to date and accurate governance data about each ALB.
Responding quickly to internal and external ad-hoc and routine requests for information – including quarterly reporting to the Executive Team and an annual governance assurance exercise.
Facilitating and developing a range of forums to help build and improve working relationships and share good practice.
Develop and implement a programme of improvement to further strengthen ALB governance and increase assurance to the Permanent Secretary and Chief Financial Officer that arrangements are effective and ensure ALBs are delivering their objectives to deliver our priority outcomes.
Lead engagement with Cabinet Office on ALB governance, the pipeline of new potential ALBs and the Public Bodies Reform Programme.
Co-ordinate the department’s response to the Public Bodies Reform Programme, including:
Advising on prioritisation of the three-year Public Bodies Review programme and providing advice, support and quality assurance and challenge to sponsor teams.
Leading co-ordination of departmental responses to Cabinet Office and HM Treasury requests, advising on our approach to senior officials and ministers and ensuring quality returns of information.
Line manage the ALB Planning and Governance Officer (1 x HEO)

Grade 7 salary
The salary for this role is £49,697 (National).

Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
