Programme Manager – Innovation & Development
Salary: £50,470 – £55,000 + excellent benefits, including 27 days holiday, 2:1 pension (up to 12% employer contribution), plus many more
Location: London/Hybrid. Flexible home working, with at least monthly sessions in our London office, and at client meetings nation-wide; with flexibility on working from home at other times.

We are Fair4All Finance. We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.
We are continuing our work following our latest round of funding, and as a result we are now seeking a Programme Manager to play a pivotal role in delivering key programmes that support Fair4All Finance’s mission to improve financial inclusion across the UK.
You will be responsible for the successful delivery of defined programmes, managing all operational, technical, and delivery aspects from shaping through to evaluation.
Working under the direction of a Senior Programme Manager, the successful candidate will take ownership for day-to-day delivery while ensuring that programmes are delivered to time, budget, and quality standards. You will collaborate closely with delivery partners, internal teams, and stakeholders to achieve measurable outcomes.
Key Responsibilities
Manage the delivery of defined programmes and workstreams that develop new propositions for financially vulnerable customers.
Oversee all stages of programme delivery, ensuring objectives, milestones, and outputs are achieved on time and to a high standard.
Apply effective programme management and governance frameworks, maintaining accurate documentation, risk logs, and progress reporting.
Collaborate with internal teams and external partners to ensure successful delivery and constructive problem-solving.
Build strong relationships with suppliers, delivery partners, and stakeholders, influencing alignment with programme goals.
Manage programme budgets within agreed limits, supporting procurement and contract management processes.
Use insights and evaluation to drive continuous improvement and iteration of propositions, adopting agile approaches to delivery.
Contribute to a positive, inclusive, and learning-focused team culture, role modelling Fair4All Finance’s values and behaviours.
Essential experience & qualifications:
Experience delivering large-scale or complex programmes in financial services
Strong project management and organisational skills with attention to detail.
Understanding of financial products and services and how they impact customer outcomes.
Experience managing budgets, procurement, contracts, and performance reporting.
Excellent relationship management and communication skills.
A proactive, flexible, and collaborative approach with the ability to adapt to change.
Commercial acumen, understanding how product design and delivery impacts on operational and financial models in order to develop sustainable products
Passion for Fair4All Finance’s mission to improve financial resilience for those in vulnerable circumstances.
Desirable experience
Product development and iteration experience ideally in the personal loans/unsecured lending market and particularly serving customers in financial vulnerable circumstances
Experience of working with regulatory bodies, government, civil service or other external stakeholders
Experience of leading and managing people and teams

Relationship building and stakeholder management is critical, and you’ll also enjoy innovative and experimental ways of team working.
This role will be ideally suited to someone with significant programme management experience who is ready to lead large scale, national programmes that include a wide range of stakeholders. You’ll enjoy working across a range of opportunities and be driven by creating a fairer society for those who are excluded.

Founded in 2019, we are funded from the Dormant Assets Scheme. The scheme is led by the financial industry and backed by the UK government. This makes it possible for money in dormant bank and building society accounts to be used to help good causes.
