About Us

KBOP (https://www.kirkleesbetteroutcomespartnership.org/) is a mission driven social enterprise working with a partnership of expert delivery organisation to provide floating support to vulnerable people across Kirklees. Through following an asset-based approach focusing on people’s strengths and aspirations, we enable people to secure accommodation and to give them the skills required to sustain these tenancies independently over time, with a key focus on helping people into employment. 

The project is an outcomes contract where we are paid for enabling people to achieve positive improvements in their lives relating to accommodation, education, employment and wellbeing. This model allows flexibility in how the service is delivered with a focus on evolving the service delivery model over time to best enable the people we support. The role of KBOP is to drive continuous improvement across the service, set the strategy for the programme, and manage key stakeholder relationships, including with Kirklees Council, the service commissioner.

KBOP is part of Bridges Outcomes Partnerships, a not for profit that works with Government, community groups and specialist partners to design and deliver vital services that support people to improve their lives, in areas ranging from housing and employment to education and wellbeing.

About the Opportunity:

The partnership has been delivering successfully since 2019. As part of our continuous process of improving how we support the people we work with. Our current Service Manager is moving on to lead a new Bridges Outcomes Partnership programme and we are looking for someone with a passion for systems change, strength in collaboration, operational excellence and excellent partnership skills to continue to lead and support our Delivery Providers.

 

Responsibilities:

Leading and Managing the Central KBOP Hub and referral co-ordination and alloction:

·       Management of referral process

·       Line Manage recruited referral/compliance assessors and provide them with a framework for reviewing inappropriate referrals or unmatched cases

·       Carry out sample checks of cases reviewed by assessors to ensure that assessment is being accurately carried out

·       Regularly review KBOP referral allocation process and where necessary make recommendations on how to increase robustness

·       Provide regular updates to Project director on KBOP referral activity and outline any issues which might need intervention from the PD

 

Leading and coordinating Quality Assurance and Compliance Management:

·       Supporting Partners to conduct self-assessment QA processes to ensure high quality casework and support is undertaken at all times.

·       Supporting continuous improvement and effective case management via observations, unannounced spot checks and remote testing to test the effectiveness of service delivery.

·       Maintain an ongoing KBOP Quality Improvement and Development Plan to ensure high quality case management and individual outcomes progression across the partnership.

·       Support and build capacity of the provider network to maximise access to participants, manage contractual risks and deliver a compliant and quality service.

·       Manage customer feedback process on behalf of KBOP.

 

Managing external relationships:

·       Provide support to referral agencies and ensure that they understand the referral process and criteria working to reduce the risk of inappropriate referrals.  Communicate regularly with management team of trusted referral agencies and highlight any persistent inappropriate referral patterns by front line staff which negatively impacts on inappropriate referral rate

·       Review cases referred back to KBOP central team from provider network as inappropriate and carry out role as adjudicator

·       Liaise with the system administrators and provide regular update on organisations that need to be registered and trained as trusted referrers.

·       Acting as KBOP and partner representative at key strategic meetings across Kirklees Eg: Reducing reoffending Forum, Mental Health Forum, Homelessness Forum, MARAC. Leading on case progression in a multiagency function.

 

Ongoing Service Management Tasks:

·       Monitor and where possible recommend enhancements which could be made to referral system to assist referral assessors in carrying out their role

·       Ongoing review of the referral form to ensure that all essential information is being captured to aid accurate allocation of cases.

·       Assist in the development of service provision to clients by tracking and highlighting cases where the referral process outlines gaps in service which need to be addressed
