Transparency International – Defence & Security (TI-DS) is one of TI’s global programmes and is committed to tackling corruption in the global defence and security sector. Located in London and hosted by Transparency International’s UK chapter, the programme works with defence institutions, governments, defence industry, civil society and international organisations worldwide to strengthen transparency, accountability and oversight systems in a traditionally opaque and secretive sector. We contribute to broad-based coalitions and collective action working with reform-minded actors to bring about change.

Transparency International - Global Health (TI GH) is another of TI’s global programmes and works to ensure that health systems around the world are free from corruption, allowing people to access the health care they need. Our work focusses on tackling corruption, and improving transparency at three key points in the health value chain - medical research and development, procurement, and at the point of service delivery.

About the role

As Monitoring, Evaluation and Learning Manager you will be responsible for designing, implementing and reporting on impact of the TI international programmes. You will provide the technical and functional support to the international programmes by capturing, analysing and reporting project results as well supporting the teams in the development of MEL systems and identify and document project learnings and impact.

In addition to this you will:

  • Devise, coordinate, and conduct regular data-quality assurance initiatives

  • Drive MEL system acceptance and ensure smooth running of MEL databases and digital data collection systems, providing end user training

  • Provide quarterly update and diagnostic report on Teams and Projects usage of MEL tools and digital data collection

  • Lead analysis and compilation of global reach reports, including regular dashboards and digital analytics

  • Synthesise evaluation and other analytical reports across projects to produce key and concise global knowledge products such as Impact Briefs, Key Results Summary, Evaluation Briefs, amongst others 

  • Review existing templates and develop new ones (where needed), including the process flow for all global knowledge products

  • Liaise with colleagues from other parts of the organisation to produce and regularly update innovative and accessible global dashboards for our Reach and Project results data, including other programmatic KPIs

  • Provide guidance to the Chapters’ and Global MEL colleagues on the development of other internally/externally facing knowledge products such as Case Studies, Project Factsheets, Conference papers/presentations. 

  • Act as a liaison between the MEL and the other (particularly Communications and Fundraising) teams regarding the production and dissemination of knowledge products

  • Develop and implement appropriate knowledge management strategies and systems

  • Ensure proper maintenance and efficient use of the MEL knowledge systems

  • Track all evaluations (multi-country and single country) and MEL-lead research projects using appropriate tools

  • Support the Senior Manager with the Departments’ annual budget planning processes and regular tracking during implementation

  • Compile MEL content for the monthly and other reporting by liaising with other colleagues for relevant information

  • Support the Movement’s MEL staff in periodic update of the Chapter’s strategy and workplan

About you

To be successful in the role you will have/will be:

  • Bachelor’s degree (or equivalent experience) in Social Sciences, International Development, or related fields 

  • Applied training in or experience working with research methods (quantitative and qualitative)

  • Solid experience in knowledge management and writing of global reports for both internal and external facing audience within the monitoring and evaluation function of a medium-sized international development organisation. 

  • Significant experience with visualisation tools, manipulating large data sets, and interpreting data trends

  • Considerable experience in managing relational database and ability to query disparate data sources 

  • Demonstrable skills in communicating and transforming technical/analytical information into non-technical and compelling stories

  • Excellent research skills with good knowledge of research methods (both quantitative and qualitative)

  • Proficient in managing databases and using technology packages for Monitoring, Evaluation, and Learning (MEL)

  • Demonstrable desire to learn quickly and adopt new technologies or data management tools for own work

  • Experience in providing knowledge management technical support in a medium-sized organisation

  • Excellent data analysis, interpretation, and presentation skills 

  • Experience in conducting quality assurance and critical review of organisation wide data within international development
