Description: The Vice President of Finance directs the activities and functions of the Finance Department including responsibility for the budgeting, central accounting system, cash management, investment management, accounts receivables, accounts payable, payroll, operations, and accurate reporting. They ensure that department activities comply with all relevant federal, state, and local regulations. Establishes and maintains an internal control structure to ensure protection of agency assets. Assists in the formulation and execution of policy. Directs the preparation of statements and reports on financial affairs for the Executive team, funding sources, Board of Directors, Finance Committee and general public. Consults with and reviews the activities of all Business Unit Leaders and helps to shape desired objectives/outcomes.

• Lead financial operations of the organization.

• Provide strategic collaboration and cross functional business unit support to maximize CACTX results.
• Work amongst the organization’s leadership to advise and consult, problem solve, and plan.
• Works with staff at all levels of the organization to optimize a well-defined culture deeply rooted in the CACTX Creed (organizational values).
Essential Job Functions:
• Review renewal budgets for public grants upon request to support the work of the Development Office.
• Oversee preparation of the agency’s annual fiscal budget and disseminate final approved budget to managers.
• Supervise the daily financial operations by developing and enforcing financial policies and procedures.
• Provide oversight for the maintenance of the general ledger, preparation of payroll, processing of accounts payable and accounts receivable to ensure that generally accepted accounting practices are followed.
• Develop and maintain adequate internal controls to ensure fiscal compliance with contracts and grants.
• Oversees the maintenance of cash flow and banking entries. • Prepare financial statements and reports for management as needed/requested.
• Provide fiscal oversight of all public and private grants to ensure compliance. • Oversee banking matters, including investment of funds, compliance reporting, loan documents, collateral documents and more.
• Lead the annual independent audit as well as internal audits by funders, as they occur from time to time.
• Review accounts payable expenditures for compliance with grant requirements and agency policies.
• Ensure adequate fiscal staff support to the agency by determining staff work priorities, evaluating and improving processes used for document management and program tracking, and adjusting fiscal staff assignments in response to organizational and operational needs.
• Contribute to team effort through, regular communications and meetings, providing support and guidance to all agency departments, serving as a member of the administrative management team.
• Oversee the production of expenditure reports to funding sources in accordance with agency policies and practices.
• Publish and maintain the Finance Policies and Procedures manual for use by all agency employees.
• Oversees the hiring, training, supervision, and dismissal of staff and ensures staff receives the necessary resources and training to do their jobs.
• Direct and supervise the work of the finance staff.
• Perform other duties as assigned.
Qualifications
Education and Experience:
• Requires a bachelor’s degree in accounting or a related field;
• Eight + years’ experience managing financial/accounting operations with multiple funding streams, preferably in a non-profit environment.
• Knowledge/experience with requirements of federal funding and GAAP requirements.
• Minimum of three (3) years supervisory experience.
• Knowledge of personnel management principles and practices, including employee recruitment, selection, training, evaluation, discipline and compensation administration.
• Considerable knowledge of computer hardware and software, and computerized office management applications including experience with automated accounting and financial systems. Specific experience with MIP accounting software preferred.
• Ability to communicate effectively both verbally and in written form.
• Strong organizational, interpersonal and leadership skills.
• Proficient level experience with Microsoft Office including, Word, Excel, and Outlook.

Certifications, Licenses, Registrations
• Certified Public Accountant preferred.
Physical/Environmental Requirements
• Frequently required to sit, use manual dexterity, speak, listen, hear, and write.
• Works in an office environment with light or moderate physical effort, and low noise.
• May lift and/or move up to 25 pounds.
• Works on a computer, requiring the ability to view a monitor for long periods of time.
• Some travel may be required.
