About this role

As Programme Officer, you will provide high-quality programme and operational support across Turn2us’s national, place-based and ongoing grant programmes. This is a varied, hands-on role where you will help deliver and improve integrated programmes that bring together grant-making, income maximisation, partnership working, community insight and co-production. You will support grant applications and payments, coordinate programme activities, maintain accurate records and help organise and facilitate meetings and workshops. You will build positive relationships with programme and community partners, people with lived experience of financial insecurity and colleagues across Turn2us. Working across several programmes, you will take ownership of your work, manage competing priorities and contribute learning and insights that help us improve our programmes and work towards ending financial insecurity.

About you

We are looking for a proactive, organised and collaborative person with experience supporting programmes or projects and people experiencing poverty or financial insecurity. You will be confident managing competing priorities, taking responsibility for your work and seeing tasks through to completion, while knowing when to raise risks or ask for support. You will bring experience of grant-making, financial support or similar processes, alongside confidence using CRM or case-management systems, maintaining accurate records and handling personal information responsibly. Strong communication and relationship-building skills are essential, including the ability to work respectfully with people with different experiences and perspectives. You will understand safeguarding, data protection and inclusive practice, and bring empathy, sound judgement, adaptability and a willingness to learn. Experience can come from the charity, community, public or other relevant sectors.

We offer flexible working patterns, both in terms of hours and remote working. Please note that all employees are required to work from the office a minimum of 1 day a week.

Some roles may be required to be in the office more often than others and this will be agreed with the hiring manager upon starting at Turn2us.

Job Title: Programme Officer

Type of role: Full-time, permanent  

Purpose of the Role: To support the development and delivery of integrated programmes (combining grant-making, income maximisation, partnership working, community insight and co-production) either place-based or national programmes.  Key to this role will be the ability to maintain positive working relationships with a range of internal and external stakeholders and partners. This role is rooted in Turn2us’s commitment to co-production, inclusion, and learning, as we work collaboratively towards ending financial insecurity.

Duties:

1.     Programme Support

  • Support development, delivery and evaluation of innovative, co-produced high-impact integrated programmes.

  • Arrange workshops and meetings, and support their design and facilitation (these could be remote, office or community-based).

  • Build and maintain collaborative, positive relationships with co-production partners (these could be people who have used Turn2us services and/or people who have used partner organisations’ services).

  • Support co-production partners to participate in programme activities (e.g. workshops, committee meetings) following processes set out in Turn2us’s co-production framework and toolkit, including ensuring people are paid promptly for their time.

2. Information and Grants Integration

  • Help grant recipients and programme partners to access Turn2us tools and resources to maximise their income, including signposting to relevant services.

  • Working with the Information Programmes team, provide appropriate signposting and referrals to other services for individuals not eligible for grants or requiring additional support.

  • Support the management of grant applications and awards, ensuring processes are efficient, flexible, and person-centred.

  • Assess applications against programme criteria, and process payments in line with agreed policies and procedures.

  • Provide transparent, timely, and respectful communication, particularly in cases of unsuccessful applications.

  • Maintain accurate records of grant applications, awards, and partnerships using the CRM system, ensuring compliance with GDPR and safeguarding requirements.

3.    Partnership and Stakeholder Engagement

  • Support partnerships that contribute programme-related knowledge and strengthen community-led impact.

  • Engage with programme partners (residents, organisations, and co-production partners) to support community-driven solutions to financial insecurity.

  • Maintain transparency by documenting interactions, upholding confidentiality, and promoting trust and inclusivity.

  • Support due diligence processes for new partners and maintain accurate records of all partnership interactions in the CRM system.

  • Build and maintain strong relationships with internal teams, external stakeholders, and partners to promote the integration of grants and information into place-based/national programmes.

4.    Commitment to Inclusive Programme Design

  • Work closely with the Heads of Programmes, Programme Manager(s) and programme partners to ensure feedback from those with lived experience is embedded throughout programme development.

  • Support best practices in safeguarding, Equity, Diversity, Inclusion, and Belonging (EDIB), and data protection across all initiatives.

  • Foster a culture of continuous learning and openness, embracing reflection as a tool for growth.

5.    Data Management and Organisational Learning

  • Working closely with the Senior Programme Support Officer, maintain accurate records to support impact measurement, track programme progress, and drive data-led learning.

  • Share reflections and feedback to support organisational learning and continuous improvement of services.

  • Share community insights to support an organisation-wide understanding of effective, inclusive integrated programmes.

6.    Collaboration and Organisational Development

  • Participate in cross-team projects that enhance integration of Turn2us’s services, promoting financial security and systemic change.

  • Contribute reflections and insights that shape Turn2us’s approach to place-based and national programmes.

  • Work with colleagues from across the organisation to capture and share learning about integrated programmes (e.g. Information Programmes, Edinburgh Trust, Impact & Evaluation, Digital & Design and Finance).

Essential:

  • Facilitation skills, for both in-person and online meetings and workshops.

Knowledge
