Job Description
Job purpose
The procurement and contracts manager will support and deliver robust, efficient procurement across UKAD. The post holder will ensure the central UKAD contracts database is accurate. The post holder will work to ensure procurement processes are clear and adhered to.
Job facts and figures
UKAD has an annual income of approximately £12m, procurement spend of approximately £8m, 80 office staff and 250 field workers
Responsible for the management, development and motivation of the Business Services Administrator
Key result areas
Provide advice, guidance and support to UKAD’s Directorates and staff on procurement regulations, processes and practices
Support the planning of procurement activity and development of processes, including compliance to relevant regulations and controls
Assist managers with specific activities to support efficient procurement such as reviewing and drafting of business cases, contract specifications, and other documentation
Manage key documentation ensuring contracts are correctly authorised and retained in accordance with organisational requirements
Manage the UKAD central contracts database ensuring data is correct, recorded consistently, accessible and up to date
Undertake analysis and reporting to provide insightful management information to inform decision making
Track activities against contracts escalating any anomalies and take corrective action as needed
Provide management information on the database status as required
Update and maintain procurement pages on the Hub in order to update and provide information to UKAD users
Support the development of training material on contract management and support the delivery of this across UKAD
Lead process to obtain corporate ethical mark, embed within UKAD and maintain
Oversight of Business Services Administrator

Person specification
Qualifications/experience/knowledge
MCIPS qualification
Demonstrable experience working at a senior level with a proven background in procurement and contracts management, ideally in the public sector
Well-developed management skills, including establishing relevant relationships
Demonstrable experience in providing consistent and accurate procurement advice and guidance
Demonstrable knowledge of UK procurement legislation, best practice and emerging issues
Skills
Ability to build and sustain relationships with a network of key people internally and externally
A creative approach to work; the ability to develop innovative solutions and use initiative in problem solving
Excellent interpersonal, negotiation and communication skills
Excellent team-working skills
Strong organisational and prioritising skills and the ability to handle a variety of tasks simultaneously (combining hands-on and managerial work)
Ability to work in a fast-paced, unpredictable and demanding environment with shifting priorities
Demonstrable people management experience
Commitment to supporting UKAD’s values
Additional information
Working hours are 18 hours a week although flexibility is required in order to ensure core objectives are achieved.
