Program Specialist

Reports To: Director of Program Compliance

Status: Salaried, Exempt Commitment Type: Full-Time, On-Going

Work Environment: Hybrid, 2-3 days a week in office

 Description: Under the supervision of the Director of Program Compliance, the Program Specialist is responsible for monitoring local center compliance with the Texas Standards for CACs and Chapter 264 Subchapter E of the Texas Family Code by conducting local center site visits, desk reviews, and other monitoring activities.

 Essential Job Functions:

·       In collaboration with the Contract Management department, reviews annual applications for CACTX membership to determine if local centers meet minimum compliance standards to continue CACTX membership.

·       Participate in the annual risk assessment process and development of local center monitoring plans.

·       Conducts monitoring activities, including but not limited to review of MOUs and Working Protocols, local center training records, staff/provider credentials, and site visits and/or desk reviews in accordance with the annual monitoring plan. Monitoring activities require Program Specialists to assess local center compliance against state and national guidelines in addition to exercising professional judgement.

·       Supports the organizational review of local center performance, via local center submissions in the statewide case management system, by holding local center accountable to reporting deadlines and performance requirements.

·       Maintains expert knowledge of Texas Standards for CACs, NCA Standards for Accreditation and Texas Family Code Chapter 264.

·       Maintains high-level working knowledge of statewide case management system.

·       Participates in the development and revision of department policies, procedures, guidelines, and contract management tools.

·       Provides other program compliance responsibilities as appropriate, necessary, or as assigned.

 Desirable Competencies & Skills:

·       Critical thinker- demonstrates ability to quickly identify problems and propose solutions. Demonstrates ability to strategically prioritize and tailor communications to different audiences.

·       Conscientious – prioritizes “getting it right” over “getting done”. Comfortable engaging in challenging conversations with local center leadership regarding compliance requirements.

·       Good judgment – exercises good judgment in situations where grant guidance and organizational expectations may be unclear; easily identifies when to escalate to Director of Contract Compliance.

Required Qualifications:

·       Bachelor’s degree from a recognized college or university. Preferably in public administration, social work, child and family development, criminal justice, or a similar field.

·       Skill in communicating effectively, both in writing and verbally.

·       Skill in working with a diversity of people.

·       Highly organized and able to prioritize work to meet deadlines.

·       Microsoft Office skills- advanced knowledge of Microsoft Excel and Access preferred.

·       Ability to travel up to 50%.

·       Must have own transportation.

Preferred Qualifications:

·       Knowledge of CAC model and Texas Standards.

·       Experience with program evaluation and data analysis.

·       Experience with training or presentations.
