Job summary

DLUHC maintains a large evidence base to inform policy making across Departmental core priorities ranging from housing, planning, local government finance to local economic growth. As an Infrastructure Engineer in the Analysis & Data Directorate you will help maintain the evidence base and the processing systems which manage incoming data from a wide range of sources.

Processing systems manage information flows across the entire data lifecycle with complex transformations to automate publishing and data sharing. Working as part of a small data services team this role is about maintaining services and ensuring that they remain fit for purpose.

Job description

Our Consolidated Data Store (CDS) System provides a consistent data architecture across all sources, operating within an AWS environment the CDS provides a self-service capability enabling data owners to directly manage data operations directly. Our client base comprises of multi-disciplinary specialist including Economists, Analysts and Data Engineers all working to deliver on the Departments’ ambitious levelling up agenda.

We are looking for someone with experience of maintaining automated data services like CDS to join the data services team. You will be working with a wide range of specialists in other disciplines and will need to be proactive in adapting our services to meet a constantly changing policy landscape as well as feeding in to a program of change.

· Coding and scripting – You can understand the limitations of software or product technology, and why coding is important. You can prototype code, but you won’t necessarily have to make production-ready code. You can talk to developers and know when to switch code. You can understand security, accessibility and version control.

· IT infrastructure. You can support, design and implement infrastructure technologies and solutions. These can include computing, storage, networking, physical infrastructure, software, commercial-off-the-shelf software (COTS), and open source packages and solutions. They can also include virtual and cloud computing such as Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS).

· Information security. You can maintain the security, confidentiality and integrity of information systems through compliance with relevant legislation and regulations. You can design, implement and operate controls and management strategies to allow this.

You can visualise the ideal user service and come up with design ideas and possible design approaches. You can effectively explore different approaches to solving problems.

· Technical understanding - You can demonstrate knowledge of the specific technologies necessary to fulfil the responsibilities and tasks of the advertised role. You can apply the required breadth and depth of technical knowledge. You can actively keep informed of industry developments to make cost-effective use of new and emerging tools and technologies.

· Testing. You can plan, design, manage, execute and report tests, using appropriate tools and techniques. You can work within regulations. You can ensure that risks associated with deployment are adequately understood and documented.

· Troubleshooting and problem resolution. You can think laterally to break a problem down into its component parts to identify and diagnose root causes, allowing problem resolution. You can troubleshoot and identify problems across different technology capabilities that can include computing, storage, networking, physical infrastructure, software, commercial-off-the-shelf software (COTS), and open source packages and solutions. They can also include virtual and cloud computing such as Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS).


Desirable Skills

· Specific detailed knowledge of SQL Server database management and performance tuning in an enterprise environment.

· In depth knowledge of Microsoft AD and SQL Server Security

· Knowledge of Azure cloud technologies

· Programming languages e.g. T-SQLR, Python, C#

· Dashboarding technologies e.g. Power BI

· Knowledge of wider database technologies structured and unstructured.

Group 1 DDat roles

Salary is determined by performance at interview, within the range advertised. Each experience or technical skill is assessed between 1-3, representing working towards, at or above the job level requirements. You are awarded a proficiency level accordingly, and you will be given opportunities at least once a year to re assess your capability and progress through the pay scale within your grade. An additional digital allowance may be payable depending on level of assessed capability. 

Candidates moving from another government department have the option to retain their current salary where the principle for implementation is there is no detriment where existing pay exceeds the indicative level. Where individuals are at a lower salary than their assessed level, they will receive an upward adjustment. 

SEO Group 1 DDaT salary 

  • The salary for this role will between £43,854- £47,317 (London), £40,582 - £44,099 (National) depending on the proficiency level assessment. 

  • An additional digital allowance may be payable depending on the level of assessed capability up to £6,665

  • For applicants in receipt of existing allowances, we will assess each case individually and aim to match the digital allowance implemented with no detriment.  

  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
