Job Description
Background
A unique and exciting opportunity to support the delivery of an innovative programme working to prevent homelessness for young people across Greater Manchester. The project has been operating across Greater Manchester since 2022 and will be working with over 1500 young people, providing them with coaching and support to prevent them from becoming homeless.
The project is an outcomes contract where we will be paid for achieving positive social outcomes for our clients relating to accommodation, financial stability, improved support networks and increased engagement with meaningful activities. The service is delivered with a focus on continuously evolving the delivery model over time to best achieve the target outcomes for the people we support. Greater Manchester Better Outcomes Partnership (GMBOP) is a group of partnership agencies including charities and social enterprises across Greater Manchester. GMBOP will work closely with these delivery partners to drive continuous improvement across the project, manage the stakeholder relationships and develop strong links with housing options teams and community organisations.
GMBOP is part of Bridges Outcomes Partnerships (BOP) which is a mission driven not for profit social enterprise. We work with Government, community groups and specialist partners to design and deliver vital services that support people to improve their lives, in areas ranging from housing and employment to education and wellbeing.
The role of the team spans project development (working with Government and others to design and launch the service), project and delivery management (coordinating the delivery phase and liaising with the various stakeholders) and project finance (funding the project until it starts to earn outcomes payments). Our own funding comes from a group of pioneering social investors, including The Office for Civil Society, Big Society Capital, Pilotlight, Trust for London, who, like us, are motivated by improving lives and changing the system for the better.
The Opportunity
As the lead of the operational service, you will be required to support the programme director to deliver the project and create innovate ways to improve the service received by the participants.
- Management of referral process
- You will support the referral assessor to help to build strong relationships with housing options teams to identify issues with referrals and help to create effective referral pathways
- Work closely with the Programme Director and provide details on referral activity and outline any issues which might need intervention.
- Provide support to referral agencies and ensure that they understand the referral process and criteria working to reduce inappropriate referrals
- Identify referral opportunities from community organisations and build referral pathways
· Developing external relationships:
- Assist with embedding Pathfinder project into the boroughs of Greater Manchester by promoting the project to external agencies through presentations and attending meetings
- Work with the Programme Director to identify opportunities to improve accommodation options for young people on the project
- Liaise with private landlords to improve their understanding of providing accommodation for vulnerable young people
- Build relationships with a network of providers across Greater Manchester to support better outcomes for young people accessing the project. This could include agencies who provide support in any of the following areas; financial stability, support networks or meaningful activity

· Coproduction and Design
- Work with the Programme Director to ensure the voice of those who have experienced the project and wider services across Greater Manchester is built into the design of the project
- Identify challenges to achieving outcomes and engage with front line delivery staff to identify opportunities to adapt the delivery to overcome the barriers
- Work with the Programme Director to create opportunities for young people to provide continuous feedback.
· Quality Assurance and Compliance Management:
- Supporting Partners to conduct self-assessment QA processes to ensure high quality casework and support is undertaken at all times.
- Supporting continuous improvement and effective case management via observations, unannounced spot checks and remote testing to test the effectiveness of service delivery.
- Quality checking outcomes submitted on the case management system and liaising with the commissioners around quality checks
About you
You will have the following skills, knowledge and competencies:
Essential
· Desire to support a unique impact-led project
· Tenacity and a desire to overcome obstacles
· Good knowledge of housing and homelessness legislation
· Ability to develop and manage positive and collaborative relationships with many partners and stakeholders with different perspectives and interests
· Ability to work independently and use own initiative to find solutions
· Experience of working in a relatable field e.g Homelessness or youth services in Greater Manchester
· Ability to network with a wide range of organisations
· Team player with a strong work ethic
· Passion to make a difference to those who are at risk of homelessness
Desirable
· Coaching/mentoring skills
· Previous experience working on an outcomes contract
· Experience of quality checking work
· Experience of working in homelessness prevention
· An understanding of the challenges that impact on the housing stability of young people
· Knowledge of the benefits system
· Experience of working with private landlords
