Job Description
An exciting role as the Operational Lead working across a programme to support the emotional resilience and wellbeing of young people along the North Yorkshire Coast (specifically Redcar & Cleveland and Scarborough Boroughs).
Background
A unique and exciting opportunity to support the delivery of an innovative pilot programme working to improve the emotional resilience and wellbeing of young people (predominately 15-21 years of age) across Redcar & Cleveland (RC&C) and Scarborough Borough (SB).
The programme will take a person centred and holistic approach to providing long term preventative support to young people who are struggling, or at risk of struggling, with their emotional resilience and wellbeing.
The programme, across a 2-year period, will aim to work with around 250 young people. Eligible young people will be referred into the programme from a mix of community sources, self-referral, and local authority channels.
Support will be in the form of intensive 1-2-1 coaching, effective social prescription and practical support to address challenges and barriers preventing participants fully benefitting from the programme.
The programme will run for an initial 2-year period, commencing in early 2024. A primary aim of the pilot is to develop a localised understanding and evidence base as to the value and effectiveness of preventative mental wellbeing support for young people at risk or showing early signs of struggling with their emotional resilience and wellbeing. This will be used with the intention of positioning a longer-term outcomes-based health programme from year 3.
The structure
North Yorkshire Coast Better Outcomes Partnership (NYCBOP) will be a group consisting of 3 Delivery Partners, each one a local, specialist, young person charity organisation. The Operations Lead, with oversight from the Programme Director, will work closely with each Delivery Partner to drive continuous improvement across the project, build local stakeholder relationships and develop strong links with relevant community organisations.
NYCBOP is part of Bridges Outcomes Partnerships (BOP) which is a mission driven not for profit social enterprise. We work with Government, the private sector, community groups and specialist partners to design and deliver vital services that support people to improve their lives, in areas ranging from housing and employment to education and wellbeing.
The role of the NYCBOP team spans project development (working with the programmes funder and other relevant stakeholders to design and launch the programme) and project and delivery management (coordinating the delivery phase and liaising with the various stakeholders).
The Opportunity
As the lead of the operational service, you will be required to support the Programme Director to deliver the pilot programme, gathering insights to inform continuous development and improvements. You will work closely with local Delivery Partner teams, which will consist of a Service Manager, Wellbeing Supervisor and Young Person coaches, to drive performance and collaboration across the programme.
Roles and responsibilities will include:
Support across the referral process (in partnership with the individual Service Managers of each Delivery Partner but with full oversite across the delivery partnership)
- Build strong operational relationships with relevant agencies to create effective referral pathways.
- Work closely with the Programme Director to provide details on referral activity and outline any issues which might need intervention. Have oversight of referral processes and channels, ensuring where possible, "what works" is transferred across the programme
- Monitor the self-referral process and make recommendations on how this could be made as robust and effective as possible. Collate feedback from delivery teams and ensure changes required to the referral form or wider process are updated in the case management platform.
Drive effective and authentic co-production and innovation across the partnership.
- Work with the Programme Director and Delivery Partners to ensure the voice of those who have experienced the programme and wider services across SB and RC&C is built into the design and continuous adaption of the programme.
- Identify challenges to achieving the programmes intended outcomes and engage with front line delivery staff (coaches) to find opportunities to adapt delivery to overcome barriers. Make sure all these challenges, insights and learnings are shared and built upon across each of the three Delivery Partners.
- Drive innovation across the service, through identifying and implementing what is working well and creating a culture of innovation with the Delivery Partners.
Community asset development and external relationship building.
- Assist with embedding the programme into both Boroughs by promoting the project to external agencies through presentations and attending meetings.
- Supporting the Programme Director on all operational and project management needs, including coordination of team activities and providing other administrative support, as well as organising/facilitating training for delivery partners across the programme
- As a local presence, drive collaboration and knowledge sharing across the delivery partnership
- Be responsible with oversight from the programme director to drive/action effective use of the personalisation budgets available on the programme to facilitate needs and ambitions identified by each young person. This includes developing or creating new assets/services in local communities capable of promoting and protecting a young person’s emotional resilience and wellbeing.
Impact Management & Analysis
- Ensure Coaches and Service Managers are able to use the data system accurately and effectively. Provide additional support and answer questions when they arise on the system (with support from the data systems technical team).
- Support the Programme Director to provide consistent, aggregated representation of pilot programme impact, both at an individual and wider systemic level.
- Gather and analyse quantitative and qualitative data to measure the impact of service innovations. Be the connect point to directly involve Delivery Partners in this process, from collection through to identifying actionable insights and putting those into practice.
- Support the Programme Director in producing reports and insights that aid decision making, and can be used to present back learning, impact and challenges to relevant stakeholders.
Business Development
- Support the Programme Director in collaboration with the pilots funder, to develop and expand the programme, including efforts to secure additional funding to increase the programmes impact.
About you
You will have the following skills, knowledge and competencies:
· Desire to support a unique impact-led programme with a passion to make a positive difference to young people.
· Excellent operational management skills, with a proven track record of successfully overseeing delivery of multiple areas of responsibility.
· Minimum of 3 years working on youth development, mental health or wider health improvement-based programmes.
· Experience of working with VCSE organisations
· Experience of working with a case management system, including monitoring and maintaining data and ensuring teams are effectively using systems.
· Strong communication skills with a collaborative and flexible approach to work
· Ability to develop and manage positive and collaborative relationships with many partners and stakeholders with different perspectives and interests.
· Ability to work independently and use own initiative to find solutions.
· Hold a valid UK driving licence and have access to a vehicle to travel across the delivery area.
Desirable
· Understanding around evidence-based models of interventions for children and young people.
· Experience of working within an outcome based contracting model.
· Experience of working within programmes which take a strength based and person centred approach to tackling the challenge (s) they are set-up to address.
· A strong understanding of community based asset development and experience working within local communities.
