Job Description

Job Purpose:

  • To play an influential role in the Finance policy team, providing high quality research, statistical analysis and modelling relating to local government finance. 

  • To represent London Councils externally, advocating on issues related to local government finance and funding.

  • To develop new policy in relation to local government finance and lobbying on behalf of London boroughs to influence Government funding and policy decisions.

 Principal responsibilities

  • Undertake and commission statistical analysis and research in relation to local government funding

  • Advise member boroughs on the impact of government policies and legislation relating to the funding of London local government

  • Prepare policy papers and reports for consideration by officers, members and committees of London Councils.

  • Draft consultation responses and strategic submissions to Government

  • Liaise with civil servants and represent London Councils on government departmental working groups, ensuring views of London authorities are represented and providing feedback to London authorities on discussions held.

  • Provide members, officers, MPs and others with appropriate briefings on local government finance issues on a timely basis.

  • Work with appropriate government departments, professional bodies and other agencies operating within London.

  • Attend appropriate London borough officer networks.

  • Advise London Councils’ colleagues on matters relating to funding and finance in different policy areas

  • Contribute to the development of, and ensure compliance with, the Finance & Improvement team’s business and performance management processes.

  • Contribute to the development of the Division and the Divisional training plan.

  • Promote and develop best practice in equalities, data protection, health and safety and other London Councils key employment values and aims.

  • To deputise for senior Finance colleagues where appropriate.

Organisational responsibilities

  • Work with officers from other divisions within London Councils to help develop projects and services that support the wider work of the organisation.

  • To adhere to London Councils’ policies, procedures, regulations and protocols in the discharge of all duties, in all aspects of work, including the Data Protection Act 2018.

  • To take care at all times to uphold health and safety at work for self and others and observe London Councils’ Health and Safety policy and related procedures.

  • To uphold the highest standards of ethical conduct in line with the expectations of a local government officer and to adhere to such standards in order to uphold the reputation of London Councils and local government in London.  

Person specification

Our ideal candidate will

  • Be an inclusive team player who works well under pressure

  • Have an outstanding interpersonal skills

  • Understand local government finance and accounting

  • Be highly numerate and able to accurately analyse and interpret complex financial, demographic and general socio-economic data.

  • Have strong drafting skills with the ability to write for a range of different audiences in different styles.

  • Have excellent IT skills, including advanced Microsoft Excel, Word and PowerPoint

  • Be comfortable presenting complex financial issues and concepts to both technical and non-technical audiences.

  • Be familiar with the policy and legislative process.

  • Understand the role of local government and London Councils’ role within it.

  • Have experience of responding to government consultations.

  • Be a confident and persuasive negotiator

  • Have experience of successfully managing a complex workload, preparing plans and meeting deadlines on multiple projects.

  • Understand the complexities of working in a sensitive political environment.

  • Be able to develop a network of contacts to call upon when developing policy arguments.

  • Be able to assess the equal opportunities implications of local government finance policy.

  • Be an innovative thinker with creative problem solving skills.

  • Ideally have some experience using Microsoft Power BI, Tableau or similar data visualisation software and statistical software such as SPSS, STATA or R.

London Council’s work evolves continually, all team members, therefore, need to be adaptable. Other duties appropriate to the post may be assigned from time to time.

Hybrid working

Regular in-person time with the team and other London Councils’ colleagues will be scheduled in compliance with the latest government guidelines. We currently envisage that one day a fortnight will be spent together in the office, but the timing and frequency will be discussed and agreed upon with the team based on the needs of our members and London Councils' policies.
