Job summary

The Local Government Engagement Division has a reputation for excellent stakeholder management. Our twin priorities are making sure that local councils are involved in the cross-government policy development cycle, and that critical information flows freely between central and the local government. This is high profile work, which cuts across the heart of major government policy agenda items from Levelling Up, Resettlement/Asylum, LG Finance, Public Health, service delivery (Adults and Children), climate change, and into evolving local government policy for the future.   

In this varied role, you will be working across both parts of the division to support the whole team with their policy and programme management functions - ensuring that the Division is working effectively to manage and share the feedback and intelligence that we receive from our external engagement activity. 

The post holder will need to build effective relationships with teams across DLUHC and beyond, including with colleagues in Private Office, Communications and policy teams to identify opportunities for teams to work together and to ensure our team’s intelligence is feeding into policy development. You will also lead on developing the team’s programme of visits and bilats for Ministers and senior leaders. 

The post holder will need to confidently respond to queries from external stakeholders and internal teams and should develop a strong understanding of the live and emerging concerns that councils are raising, consistently demonstrating strategic thinking in how they summarise the key themes emerging from our engagement – carefully drafting internal products to share this intelligence with policy teams. 

The job will also involve supporting engagement and events with a variety of internal and external stakeholders including senior officials in other government departments, sector bodies and representative bodies. 

Job description

The successful candidate will be expected to: 

•    Work closely across the division to improve our internal processes and lead our division’s programme management activity, such as leading on a programme of external visits 
•    Draft a range of internal and external products to share key comms messaging with stakeholders and share intelligence from our external engagement with policy teams across DLUHC and with other government departments, including leading on and chairing our Division’s fortnightly dashboard meetings
•    Lead and support on logistics and organisation for our team’s engagement activity e.g. regular stakeholder engagement calls/webinars 
•    Support with our team’s mailboxes, confidently handling queries and ensuring requests from stakeholders are dealt with effectively and efficiently
•    Support the running of the team’s new engagement activity including chief executive induction days, larger-scale networking events, and visits programme.

HEO salary 

  • The salary for this role is £32,178 (National). 

  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges. 

 
Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

Internal Fraud Database 

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
