About TAF
TAF is a regional climate agency that invests in low-carbon solutions for the Greater Toronto and Hamilton Area (GTHA) and helps scale them up for broad implementation. About TAF’s Procurement and Operations Manager
The Operations team plays a critical role in enabling TAF’s programs and partnerships by ensuring staff can access the right expertise, services, and tools to deliver impact.
Reporting to the Senior Manager, People & Operations, you’ll lead procurement practices across the organization and strengthen internal operational systems. You’ll act as a trusted advisor to teams, helping translate project needs into clear scopes of work, effective procurement strategies, and strong vendor relationships.
This role also provides dedicated procurement leadership to TAF’s Retrofit Program, supporting complex, high-impact projects in a rapidly evolving market.

What you’ll do:
Procurement leadership & delivery
Lead end-to-end procurement processes, from scoping through vendor selection and contracting
Advise teams on procurement approaches that balance project goals, efficiency, market context, and compliance requirements
Develop clear, high-quality procurement documents (e.g., RFPs, RFQs, scopes of work)
Manage supplier pipelines, vendor communications, and evaluation processes
Draft and oversee contracts, supporting strong vendor relationships across the lifecycle
Embed social and low-carbon procurement practices into TAF’s work
Systems, compliance & continuous improvement
Design and improve procurement tools, templates, and processes to enhance clarity and consistency
Ensure compliance with organizational and public-sector procurement requirements
Monitor changes in policy or regulations and translate them into internal practices
Track procurement data to identify trends, risks, and opportunities for improvement
Build internal capacity through guidance, tools, and training
Operations & organizational systems
Improve internal operational workflows in collaboration with the Operations team
Support strong information management and documentation practices
Oversee operational service agreements with external vendors
Contribute to budgeting and forecasting for procurement and operations
Work closely with Finance to align procurement and financial processes

Relationship management: Ability to build strong, trust-based relationships with internal and external partners
Attention to detail & compliance: Ensures accuracy, documentation quality, and audit readiness

Digital & systems literacy: Comfortable using and improving tools and systems to support efficient workflows
Helpful to have:
Financial acumen related to budgeting and procurement decisions
Continuous improvement and systems thinking
Experience & Qualifications:
Essential to have:
Post-secondary education in business, supply chain, operations, or a related field—or equivalent experience
At least 5 years of progressive and relevant experience in procurement, operations, or a related role
Experience supporting or leading procurement processes in a complex organization
Helpful to have:
Experience with public-sector procurement frameworks (e.g., Broader Public Sector guidelines)
Experience with construction, infrastructure, or building-related procurement
Experience developing contracts and managing vendor relationships
Familiarity with procurement and contract management systems
What we offer:
The starting annual salary range for this role is $92,000 to $96,500. We use an established pay grid and follow a consistent an equitable approach to compensation to ensure fairness across our team and equal pay for equal work. Candidates whose experience and qualifications exceed the listed requirements may be offered a starting salary at the higher end of the posted range.
