Short Summary

The Local Digital team at DLUHC supports councils across England to deliver the local public services of the future – services that meet the needs of citizens and deliver better value for money, based on modern technology and new, collaborative ways of working. We’re building upon the ambition of the Local Digital Declaration – our vision for the future of local public services that has been co-signed by over 200 local councils, sector bodies and Government departments.

We have recently announced exciting next steps for the programme following the increase announced at Budget and Spending Review last year.

Job Description

As delivery manager you will play a key role in building and maintaining programme teams, helping to ensure they are motivated, collaborating and working well. You will independently manage the delivery of outputs, with guidance and mentorship from our senior delivery managers, and support management of work across the programme.

We’re looking for an enthusiastic collaborator with strong people and organisational skills, who is equally comfortable navigating team dynamics and complex departmental processes. You will need to take ownership of difficult pieces of work and help move them forwards with a positive and open approach.

Responsibilities

• Ensure the teams and suppliers have a situational awareness of work and priorities across the programme and clearly communicate their plans and progress using agile practices

• Support our team, to be motivated to deliver collaboratively

• Identify obstacles and help the team to overcome them 

• Provide data and information for programme reporting to internal senior management

• Ensure effective delivery practices

• Solve issues and unblock problems

• Act as the point of contact for contracted suppliers, monitoring progress and expenditure against budgets

• Support the management and tracking of programme risks, issues and dependencies

• Engage with the Delivery Manager community, learning, sharing and applying skills and knowledge to improve


Skills and Experience 

Essential:

• Agile and Lean practices. You have had experience in applying Agile principles in practice. You can provide a clear, open and transparent framework in which teams can deliver. You have an awareness of Agile tools and are starting to use them intelligently. You can visualise and make visible the work of the team.

• Communication skills. You can effectively translate and accurately communicate to technical and non-technical stakeholders as well as facilitate discussions within a multidisciplinary team, with potentially difficult dynamics. You can advocate for the team and know how to manage differing perspectives.

• Financial management. You understand the financial impact of the work you do and how cost and budgets are created.

• Life-cycle perspective. You understand how the needs of the team and the product vary across the stages of the product life cycle.

• Maintaining delivery momentum. You can actively address internal risks and issues and know when to escalate them. You set the team cadence and tempo, ensuring it is sustainable. You know how to track, manage, escalate and communicate dependencies. You can actively remove or minimise risks, issues or dependencies where possible. You understand how the risks, issues or dependencies impact the work of a team.

• Team dynamics and collaboration. You know about the importance of team dynamics, collaboration and empowering delivery teams. You understand the importance of feedback.

Desirable:

• Commercial management. You can act as the point of contact for contracted suppliers. You understand appropriate internal contacts and processes within a government department. You know how and when third parties should be brought into digital, data and technology (DDaT) projects.

• Making the process work. You can guide teams to focus on the output rather than the process. You can help the team to find a process that works for them. You can support teams in establishing a process.

• Planning. You know about the importance of planning and forecasting and the different ways to develop a plan.

• Experience working in local authority service delivery, so that you understand how their context and challenges.

SEO salary

The salary for this role is £39,598 (London) or £36,337 (National).

For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable.

CTC (Counter-terrorism Clearance):

Important note

Successful candidates for roles based in our 2 Marsham Street building must meet the security requirements before they can be appointed. The level of security needed is counter-terrorist check and the process can take up to 8 weeks to complete.

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.

Fixed Term Details

For external candidates– you will be offered a 23 month fixed term appointment with a possibility of permanency.

For existing civil servants – you will be offered a 23 month loan opportunity. Before applying for the role, you will need to seek approval from your parent department to take up a loan appointment should you be successful.
