Job Description

The Ministry of Manpower (MOM) is looking for an exceptional individual to join MOM’s Strategic Planning and Transformation Department (SPTD).

You will be part of both the Co-Lab and Design, Tech & Experience (D:TEX) teams under SPTD:

a)       Co-Lab is a multi-disciplinary team that creates human-centric and data-driven policies, with data analytics, design thinking and behavioural insights. We work with departments to understand stakeholders' behaviours, biases, motivations, prototype and test our solutions.

b)      D:TEX is a central Ops-Tech team that aims to bridge the gap between operational needs and tech-enabled possibilities, for deeper and more effective ops-tech integration.

The officer’s work will include:

a)       Developing and implementing future-ready plans and processes, and human-centric and data-driven products; and

b)      Imbuing MOMers with the skills and mindset to drive innovation and experimentation, to achieve MOM’s goals.

  

Job Responsibilities:

You will need to be willing to lead or be involved in two key areas of work:  

(i) Design & Enable: Lead the end-to-end process to exploit multi-disciplinary approaches to enable MOM’s transformation:

a)       Plan and conduct research with stakeholders to understand end-user experiences and strategic business goals, to identify opportunities for exploitation of multi-disciplinary approaches;

b)      Work closely across teams in SPTD as well as with cross-functional and business teams to develop and implement coherent transformation plans, including development of new human-centric or data-driven products; and

c)       Facilitate processes with stakeholders that entail envisioning the desired future state, rapid ideation and prototyping, testing and measurement, and iterating on initial concepts, to ensure that projects achieve the desired results.

(ii) Incubate & Catalyse

a)       Explore and incubate new capabilities, tools or approaches that support organisational transformation and innovation, whether within the current suite of tools and methods (e.g. data analytics and AI, RPA, design thinking, and behavioural insights), or otherwise.

b)      Identify and incubate quick wins and medium-term opportunities to catalyse use of new innovative tools or approaches.

c)       Harness new tech possibilities that meet business needs.

Job Requirements

We are looking for an individual who has at least 2 years of working experience and is passionate about discovering opportunities and implementing innovative approaches to improve the work-lives of employers, employees and fellow MOM colleagues. The ideal candidate would be a team player who is open-minded, independent and resourceful with strong analytical and inter-personal skills. 

The individual would preferably have prior experience or exposure, or have proven experience in being adaptable and be willing to contribute to and grow, in the following capabilities:

  • Driving and designing transformation plans: Able to work collaboratively with stakeholders to co-create transformation visions and plans across MOM.

  • Practicing human-centered design: Able to apply a variety of user research and design approaches for business development. (e.g. service journey mapping, storyboards, userflows etc.)

  • Applying principles from product planning and management: Able to apply agile principles, to facilitate the development of new products.

  • Appreciating and translating the practical implications of Data, Behavioural Science and Tech developments. This would require:

    • An appreciation and broad understanding of MOM’s prevailing capabilities.

    • Ability to learn the range of standardized technologies.

    • Recognition of the potential of tech to fulfil business objectives. Help to bridge understanding between laymen and specialists.
