We are seeking an experienced Campaign Mobilisation Manager to design and deliver high impact campaigns, manage and grow our network of campaigners, and centre the voices of people with lived experience of financial insecurity.
This is an exciting opportunity in our growing Policy & Influencing team to establish a robust campaigning function for Turn2us, with a strong focus on system change and the impact of stigma.
We are looking for someone who is passionate about our mission to challenge the systems and perceptions that cause financial insecurity. You will bring experience of developing and delivering high impact and creative influencing campaign strategies with a focus on centring the voices of people with lived experience.
We want to hear from applicants with a strong understanding of how policy, public affairs and campaigning interact to create social change, and the digital skills to build and grow an online network of campaign supporters.
We offer flexible working patterns, both in terms of hours and remote working. Please note that all employees are required to work from the office a minimum of 4 days a month.
Some roles may be required to be in the office more often than others and this will be agreed with the hiring manager upon starting at Turn2us.

Job Description
Job Title: Campaign Mobilisation Manager
Department: Policy & Influencing Team, Income & External Affairs Directorate
Reports to: Head of Policy & Influencing
Location: Hybrid: Turn2us London Hub (currently Hammersmith[1]) & homeworking
Type of role: Full-time, permanent
Purpose of the Role: The Campaign Mobilisation Manager will be responsible for the strategic design and delivery of our campaigning activities, managing and growing our network of campaigners, and promoting the voices of people with lived experience of financial insecurity as we campaign for systemic change.
Key Responsibilities and Accountabilities:
Design and deliver campaign strategies to support our policy and influencing priorities, engage diverse audiences, amplify our campaign messages, and increase supporter involvement.
Develop systems that encourage engagement from a wide range of campaigners with a focus on lived experience.
Lead digital campaigning efforts, including social media engagement, establishing engagement platforms, online petitions, and other digital advocacy tools, to inspire broad-based action and participation.
Collaborate with colleagues across the organisation to deliver effective online and offline public campaigning.
Collaborate with external partners, coalitions, and networks to strengthen our campaigns and extend their reach and impact.
Duties:
1. Design and deliver campaign strategies to support our policy and influencing priorities:
Design, deliver and evaluate campaign strategies with a focus on framing and tactics to support narrative change.
Respond to the political agenda and develop robust Theories of Change for our campaigning activity to reflect our systemic and policy priorities.
Build and evaluate supporter journeys, ensuring the production of clear communications and increased engagement with our activity.
Work with the Head of Policy & Influencing to implement practices which support the governance of our campaigning approach and ensure our campaigning and political activity is compliant with charity and electoral law.
Monitoring and Evaluation: Track campaign performance, analyse data, and generate insights to refine strategies and improve effectiveness.
2. Develop systems that encourage engagement from a wide range of campaigners with a focus on lived experience:
Work with the Turn2us networks including the Systems Change Co-production group to develop campaign ideas, messaging and stories, and centre the voices of people with lived experience in our campaign plans.
Manage internal and external stakeholder relationships to ensure our campaign activity raises the profile of people facing financial insecurity.
Build relationships with external stakeholders, networks and organisations focused on tackling systems change, to share our own learning and learn from others.
3. Establish and maintain our digital campaigning platforms:
Work with the Digital team to consider the most appropriate provider for our e-campaigning software and content management systems, and set this up.
Manage and maintain our campaigning platforms, campaign supporter journeys and regular communications including campaign actions, such as write to MP.
Lead digital campaigning efforts, including social media engagement, email marketing, online petitions, and other digital advocacy tools, to inspire broad-based action and participation.
Manage the Turn2us Campaign Newsletter and work with other teams to provide content for supporter updates, the website and our Information Newsletter.
Support the development of Turn2us’s Digital Mobilisation Strategy.
4. Collaborate with colleagues across the organisation and externally with key stakeholders to deliver effective online and offline public campaigning:
Work with colleagues in the Policy & Influencing team to ensure campaign plans complement our influencing objectives, have a clear call to action and ongoing evaluation.
Work with the Systems Change Programme Manager to ensure systems change practices and values are built into our approach to campaigning.
Work with Turn2us Local Programmes to support place-based influencing and feed insights into UK-wide campaigns.
Work with the Brand & Communications team to ensure our messaging is on brand and the voices of people with lived experience are centred in our campaign communications.
Work with the Insight & Impact team to measure the impact of campaigns and share learning.
Partnership Building: Collaborate with external partners, coalitions, and networks to strengthen our campaigns and extend their reach and impact.
These are the normal duties, which the Charity requires from the position. However, it is necessary for all staff to be flexible, and all employees will be required from time to time to perform other duties as may be required by the Charity for the efficient running of the charity. The post holder will be expected to ensure that their work complies with contractual terms and conditions, the Charity’s policies and procedures and key legislation, such as data protection and charity law.
Person Specification
Skills:
Strong communication skills including writing and editing with the ability to communicate in person and via telephone/video call/email with colleagues, campaigners and members of the public.
Strong interpersonal skills and the ability to resolve problems and respond to queries calmly.
Digital skills to build and retain an online network of campaign supporters.
The ability to work independently and proactively to meet deadlines.
Strong IT skills including use of Microsoft Office packages.
Knowledge:
A strong understanding of how policy, public affairs and campaigning interact to create social change.
An understanding about the experiences of people facing financial insecurity and poverty.
Good knowledge of different campaigning tools and tactics.
A strong understanding of safeguarding, data protection and charity campaigning regulations.
An understanding of narrative change and the role campaigning can play to contribute towards it.
Experience:
Experience of developing and delivering high impact and creative campaign strategies.
Experience of involving people who are affected by an issue in campaign activity.
Experience of producing accurate and engaging materials for a range of audiences, creating engaging supporter journeys and monitoring impact.
Experience of using digital tools to campaign including e-campaigning software and content management systems.
Experience of keeping accurate records which are GDPR compliant and up to date files.
