Job Description
Overview of Job:
The jobholder will play an important role in supporting the facilities operations in both MOMHQ and MOMSC (and any other estates which comes under MOM’s purview). This is to ensure a conducive, safe and healthy work environment so that MOM can achieve its business outcomes.
Job Responsibilities:
Estate Management
· To maintain client and vendor relationship. This includes performance and contract management of term contractors (TC).
(a) Manage the whole procurement process of the outsourced services for both MOMHQ and MOMSC. Support the respective Contract Owners in the process for contract management/triggering new contracts/renewal/exercise options etc.
(b) Track and monitor performance of Managing Agent (MA) and TC. Develop and constantly review MA’s role to ensure that the Ministry’s facilities are maintained in a proactive manner and to rectify defects in accordance with service level agreement.
(c) Track and monitor performance of TC according to Key Performance Indicators (KPIs) set out in the contracts.
(d) Monitor the expenditure of contract to ensure no illegitimate procurement works and tender contract value is not exceeded.
(e) Ensure that Standard Operating Procedures (SOPs) are updated and practiced by all relevant parties.
(f) Trigger innovations and improvements to processes or facilities
(g) Update/Develop in-house rules and regulations
· Participate in ad-hoc projects
· Provide exercises support in terms of planning, logistics and management of term contractors
· Performs any other tasks as assigned by his/her supervisor.
Job Requirements:
· Tertiary Education in any disciplines
· About 3-5 years of relevant experience in vendor/contract management and procurement
· Proficient IT literacy and writing skills
· Able to work both independently and as a team.
· High initiative, responsive and with strong customer service mindset
· Good interpersonal skills and able to interact with customers, in a professional and responsive manner
· Able to multi task and work under pressure to meet tight deadlines with minimum supervision
