Job Description
PURPOSE
The Program Manager - Performance Systems is responsible for overseeing, enhancing, and governing the suite of technology applications that support the ECB’s Elite Performance, Science & Medicine, and player welfare environments. The role ensures that applications used by England teams and elite pathway programmes are robust, secure, compliant, and effectively underpin performance operations, clinical workflows, governance requirements, and player wellbeing.
The postholder leads the delivery of IT projects that enhance the Elite Performance technology portfolio, ensuring that user needs, data governance, and welfare considerations are embedded at every stage. This includes close collaboration with performance analysts, coaches, medical staff, physiologists, psychologists, operations teams, and external suppliers.
The person will act as a member of the Technology Department and as such will be expected to contribute and support the team in everyday business where appropriate. The primary stakeholders for the person will be the performance department of the ECB and the Professional Cricket Counties (PCCs). Most of their time will be spent within the network working with performance, science & medicine and duty of care teams at PCCs deploying and developing our suite of performance systems and tools.

YOU’LL BE DOING
Application Portfolio Management
Own and manage the ECB’s portfolio of Elite Performance, Science & Medicine, and welfare-related applications.
Ensure applications are reliable, secure, and aligned to the needs of performance, medical, and operational staff.
Oversee the lifecycle management of applications, including upgrades, integrations, licensing, renewals, and decommissioning.
Maintain high standards of data quality, clinical information governance, and compliance across all systems.
Project Delivery & Enhancement
Lead IT projects that improve or expand the Elite Performance applications ecosystem.
Define project scope, timelines, risks, governance processes, and user acceptance criteria.
Ensure project delivery adheres to ECB technology policies, legal and regulatory requirements, and welfare considerations.
Coordinate the introduction of new tools, features, and data workflows that support performance analysis, medical operations, and player wellbeing.
Governance, Welfare & Compliance
Uphold strong application governance frameworks, including security, access control, audit readiness, and safe data handling.
Ensure systems and processes protect confidential performance, medical, and welfare data in accordance with ECB standards, GDPR, and clinical guidelines.
Work with Safeguarding, Medical, and HR teams to ensure applications embed best practices for duty of care and welfare monitoring.
Lead regular reviews of risk, compliance posture, and supplier adherence.
Stakeholder & Supplier Management
Serve as the primary technology partner to performance, science & medicine, coaching, and welfare stakeholders.
Translate operational and clinical requirements into technical solutions and delivery plans.
Manage relationships with third party suppliers & partners, ensuring service levels, issue resolution, and long term platform stability.
Coordinate technical support across service teams to ensure timely issue resolution.
Operational Support & Continuous Improvement
Oversee processes for application access, configuration, onboarding/offboarding, and user support.
Identify opportunities to optimise workflows, enhance user experience, and streamline data capture and reporting.
Conduct training, documentation creation, and user education for key systems.
Ensure system performance is monitored, reviewed, and continuously improved.
General Requirements
Regular travel will be required across the cricket network (primarily PCCs as well as Loughbrough and Lords).
In undertaking these responsibilities, the post holder can delegate responsibility, but not accountability, for specific functions to other individuals or 3rd parties.
The post holder is required to always follow ECB policies and procedures and must only use ECB provided equipment to access ECB systems and data.
A commitment to commute to locations across the cricket network (eg, PCC Offices, match & training locations, suppliers & partners, ECB offices) at least 3 days per week
YOU’LL HAVE
Ideally a university degree or equivalent
Demonstrable experience working in a project management role with a focus on systems implementation and data integration.
Excellent project management skills, including the ability to manage multiple projects simultaneously.
Excellent critical thinking skills and an open-minded mentality for new ideas
Ability to build understanding through data presentation, visualisation tools and techniques.
Strong problem-solving skills and the ability to negotiate with multiple businesses and stakeholders to find solutions for technical challenges.
Experience in working in an agile environment.
A solid understanding of how to establish, maintain, and positively leverage effective stakeholder relationships.
A proven ability to work with efficiency, flexibility, and good humour, understanding the ever-changing events environment, which could include unsociable hours.
